The Board of Trustees met in regular session at City Hall, May 6,
1963 at 7:30 P.M. Meeting was called to order by the President of the Board,
W. J. Bryson.

were read and approved as read.

The certificates of election of the following persons to the offices
set opposite their respective names to-wit:

were delivered to the Town Clerk by the Tulsa County Election Board.
The meeting was turned to the incoming board. Mr. M. S. Sawyer,
City Attorney, gave the oath of office and swore in the following newly elected
officials of the Town of Owasso:
Don Austin, W. J. Bryson, V. D. Duncan, J. F. Flournoy, trustees.
Inez Odom, Town Clerk; Ralph Carr, Treasurer.
After the signing of the Loyalty Oath by the above members,
Mr. Sawyer, acting as temporary chairman, opened the meeting for nominations for
President of the Board.
Mr. Duncan nominated Mr. Bryson. Mr. Austin seconded the nomination.
After a moment's hesitation, Mr. Flournoy also seconded the nomination.
Mr. Bryson was elected by acclamation.
hlr. Bryson said that all city employees had been working in a pool under
head, Herb Tyler, and that this method had been very satisfactory. Mr. Austin made
a motion that this procedure continue. Mr. Duncan seconded the motion.
Ayes: Bryson, Austin, Duncan, Flournoy.
Mr. Bryson nominated Mr. Duncan for police commissioner because of his
qualifications. Aiotion died for lack of a second. Mr. Austin nominated
Floyd Flournoy for police commissioner. Motion died for lack of a second.
A"r. Bryson read the following letter of resignation from Mr. Fields:

Gentlemen:
I hereby give notice of termination of my contract
for refuse service in the Town of Owasso effective June 30, 1963.

The Board approved a Bond for City- Treasurer, Ralph Carr.

Mr. Fields was asked if he wished to give a reason or make a statement.
He replied that he did not.
Mr. Austin moved that we accept the resignation of Mr. Fields. Mr.
Bryson seconded the motion. Ayes: Austin, Flournoy, Bryson Duncan. '
Mr. Austin suggested that the Board consider a length.mf ~
of contract in hiring a new ma.n for the job. Mr. Bryson suggested that plans
for a replacement be tabled until the next meeting on May 20th. All agreed.
Mr. Flournoy suggested that we should have workman~s compensation
for town employees. After some discussion, it was agreed that Mr. Sawyer do
some checking of the kinds of insurance.
Nir. Austin moved that we set May 25 for dog vaccination day. Mr.
Bryson seconded the motion. Ayes: Austin, Flournoy, Bryson, Duncan.
Mr. Austin made a motion that Mr. Sawyer check the legality of
Mrs. Odom's holding two jobs--the elected office of town clerk and the
appointment of accountant. Mr. Flournoy seconded the motion. Ayes; Austin,
Flournoy, Bryson, Duncan.
Dr. Reed disclosed plans for a new nursing home to be built just
outside Owasso city limits. This 100-room, $317,000. structure would demand
the need for new water lines. He also expressed a desire for this development
to be annexed to the town after completion.
Mr. Flournoy moved that the meeting be adjourned. Seconded by Austin.
Ayes: Bryson, Duncan, Austin, Flournoy.
