Meeting was called to order by the President of the Board, U1. J. Bryson. Present: W. J. Bryson Floyd Flournoy Jon Austin V. D. Duncan Inez Odom Ralph Carr M. S. Sawyer Josephine Downey President of the Board Trustee Trustee Trustee Town Clerk Treasurer Attorney Deputy Clerk The minutes of May 6 were read and approved as read. Mr. Sokolosky and Dr. Evans presented a map showing plans for a nursing home to be built between nth street and the bypass. Mr. J. Ray Smith presented the following letter to the clerk asking for annexation of land for building purposes: Owasso City Council Owasso, Oklahoma May 20, 1963 I would like to submit to you for your consideration of bringing the following property into the City limits of Owasso; ~, strip of land lying on the East (E) of the line of Smithview Addition and on the ti~7est (W) line of the State Right-of-way of Highway 169, all in the North East Quarter (NE~) of Section 30, To•~rnship 21 North, Range 11+ East and the following property: Beginning at the South East Corner of Lot 2, Block 7, Smithview Addition to the City of Owasso; thence South (S) on a parallel line of the East line of the Smithview addition two hundred feet (200); thence East (E) to State Highway Department line; thence North two hundred feet (200 0 ; thence West (W) to the point of beginning; all in the South East Quarter of the North East Quarter of Section 30, Township 21 North, Range lk East in Tulsa County. Yours very truly, ~s~ J. Ray Smith Owner After discussion and reading of ordnances, Mr. Flournoy made a motion that we annex the above described land offered by Mr. Smith. M r. Duncan seconded the motion. Ayes: Bryson, Austin, Flournoy, Duncan. I~~inutes May 20, 1963 NIr. Austin moved that this annexation be declared an emergency and that it go into effect immediately. Mr. Duncan seconded the motion. Ayes: Bryson, Duncan Flournoy, Austin. A letter of application for zoning the above described property and a X25.00 fee was presented to the clerk. Mr. Austin made a motion that we hear application for zoning the property at the next meeting on June 3, 1963 at 8:00 P.M. NIr. Flournoy seconded the motion. Ayes: Bryson, Duncan, Austin, Flournoy. Mr. Austin moved that Dr. Peed be asked to continue as City Health Officer. Mr. Flournoy seconded the motion. Ayes: Bryson, Duncan, Austin, Flournoy. Mr. Hale suggested that since property owners were furnishing pipe and the City is doing the work for drainage in front of the property owned by Sherrill, Grover Smith, Hale and Odom, that the City might spend a little more and install three catch basins at approximately $150. each. Mr. Bryson said this was the responsibility of the State Highway Department. Mr. Flournoy suggested that we check with the State High- way Department to see what they would do. Mr. Bryson stated that he had a visit from Mr. Charles N wton, State Health Officer and that he intimated the department i~~not O.K. anvthing except a complete new water system at an estimated cost of X213,000. Nir. Austin suggested we contact Mr. Newton and ask him to come down and talk with us at the next meeting. Dr. Reed, City Health Officer, said we have a public health problem in our town, especially behind some of the ~xocery stores where garbage, paper and trash could be seen at all times. He showed photographs to substan- tiate his claims, and suggested we issue a warning to "clean up". Mr. Flournoy offered to talk to the merchants. N:r. Bryson suggested that we pass action until some provision was made for refuse collection by the City. The following men were present with an interest in bidding on the refuse service for the city: Roy S. Armstrong, 8100 E. 34th St. idorth, Tulsa Phone Temple 5-7068 Pete Luper, 110 West Fourth St., Owasso Phone CR 2-336b Robert Karnady, 16 North Atlanta, Owasso Phone CR 2-5292 Herbert Cooper, 101 West 7th Street, Owasso Phone CR 2-3175 Mr. Austin contended that the paragraph in the ordnance stating that either the city or the contractor could withdraw for arty reason on a 60-day notice was unfair and should be changed. Mr. Bryson said no change was necessary. Mr. Austin suggested the interested parties consider bids on the s«rne type open truck with removable cover as previously used, pay otian dumping fee, with twice-a-week pick up for residence and daily pick-up for businesses. Bryson disclosed that the town of Owassc now has a population of 2035 with the following refuse customers: 355 residents 6 residents 14 businesses 7 businesses 1 business 3 businesses The City does all billing ~~ 1.50 ~ 1.00 2.eo @ 3.00 ~ 4.00 6. co and collecting for 15~ of gross income. Nr. Sawyer reported there is no law prohibiting an elected officer from doing bookkeeping for tre city, since bookkeeping is not an office. Mr. Sawyer also reported that the entire yearly cast of workman's compensation. for city er.~ployees would be X734.67. Mr. Flournoy suggested we table decision on insurance until. next meeting. Mr. Charney asked the Board if someone had told the policeman that he WciS writing too many tickets. Austin replied tY:at he had talked witri the policeman giving his personal opinion that too many tickets were being written and that the policeman was abusing his rights. Austin, also st~.ted that he had been told th~.t while Charney was Trustee, he had told tre policer.-ien they would bring trieir salaries in in fines or else. Charney called Austin a liar and asked him to prove i+. Austin replied that he would, gladly. Mr. Bryson stated that he had been with Charney and Hayes when. three policemen were hired and they were not asked tc collect salaries. Mr. Clay made a suggestion that we elect a new police judge. Mr. Bryson suggested we table the suggestion. until next meeting since it might be difficult to get another one.
