HomeMy WebLinkAbout1963.06.03_City Council Minutes~7 June 3, 19b3 The Board of Trustees met in regular session at City Hall, June 3, 19b3 at 7:45 P.N. Meeting was called to order by the President of the Board, W. J. Bryson. Present: W. J. Bryson President of the Board Floyd Flournoy Trustee Don Austin Trustee V. D. Duncan Trustee Inez Odom Town Clerk M. S. Sawyer Attorney Josephine Downey Deputy Clerk The minutes of the regular meeting on May 20 and the special meeting on May 27 were read and approved. Mr. Nezsrton and Mr. Clyde Eller from the State Health Department were present for a discussion of our water problem. Dr. Reed stated for the record that he did not call the Board of Health about the water in Owasso, and this statement was confirmed by Mr. Newton who said he had never heard of Dr. Reed until introduced to him by Mr. Tyler when he came to Owasso. Mr. Bryson read a letter from Mr. Newton confirming his conversation with him and giving the recommendations of the State Health Department for our water system. Mr. Austin asked about the possibility of the approval of a $65,000. storage tank this year and the installation of a filteration plant a year or so later. Mr. Newton would not commit himself but said a committee was welcome to c.ca~- tact the State Board of Health at any time. Mr. Bryson said, "We sh,~,ll do whet we can to correct the unsafe conditions." Mr. Jack Givens, Attorney for Dr. and Mrs. Guy Reed appeared to protest the annexation and zoning of the property offered by J. Ray Smith and the Commercial Lumber Company at the May 20 meeting. Air. Sawyer was called for an opinion while the meeting continued. Mr. Bryson opened the following bids for city refuse: Pete Luper asked for gross collections less 15~ Roy Oliver gross collections less 15~ :I. B. Cooper gross collections less 15~ Rcbert Kannady gross less 15~ with a sanitary truck E. L. Isreal and son $5% of collections Vrit h a sanitary truck. Austin moved the City take over the refuse because the city needs revenue an:~ this appears ~o be a good source. Flournoy seconded the motion. Ayes: Austin, Flournoy, Bryson, Duncan. Bryson and Austin had both checked on the price of a truck and found one could be bought for about $3,O~D0. 19 Nlinutes June 3, 1963 Mr. Bryson read a letter from the Collinsville Mayor stating that we could no longer use their jail for our prisoners. The only solution was to take prisoners to Tulsa for the present. Mr. Sawyer came forward with his opinion that the correct procedure for annexation was by State Statues which begins with presentation of petition. then advertising. Mr. Austin moved we retract and rescind the annexation made at the May 20 meeting. Flournoy seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. Let the minutes reflect that Mr. J. Ray Smith and the Oor~mercial Lumber Company be permitted to withdraw his application for zoning and that his X25.00 fee be refunded. Let the minutes reflect that application was received and filed to be taken up at the next regular board meeting of the City for annexation of the previously described property. Mr. Bryson presented the name of Other Leach for the new police judge. Mr. Au:;tin suggested we have Mr. Sawyer invite Mr. Leach out to the next meeting for consideration.
