The Board of Trustees met in regular session at City Hall, July 1, 1963, at
7:30 p.m. The meeting was called to order by the President of the Board,
W. J. Bryson.

The minutes of the regular meeting of June 17 and the special meeting of
June 24 were read and approved as read.
Mr. Carr brought up the question of how we should pay for the new refuse
truck ordered from Quality Chevrolet Co. Mr. Bryson moved we pay for it
from the water department, then repay the water department as money is
available from the refuse department. Mr. Austin seconded the motion.
Ayes: Bryson, Flournoy, Austin, Duncan.
Mr. Cline Mansur and Mr. Daubert from Owen, Mansur & Steele Engineers were
present for water discussion. It was finally agreed that the East Location
previously recommended by the engineers was the most desirable location for
the storage tank.
Mr. Bryson suggested that we offer a two-choice bond issue to the people for
vote and also a choice of two means of payment. One choice including the
complete program of storage and filteration for approximately $213.000.00.
The other choice to be for storage only for approximately $90,000.00. The
bonds could be paid by adding approximately $1.25 to each water bill each
month for the $90,000.00 loan or $2.96 to each bill each month for the
complete program. Or the bonds could be paid by adding approximately $9.00
per thousand to Ad Valorem taxes. Mr. Bryson suggested that a public meeting
might be helpful to acquaint the people with the problem before us. Mr.
Mansur also thought the public meeting a good idea. Mrs. Reed said we should
also tell the people the recommendations of the Public Health Department.
Austin moved we set a public meeting for Monday night, July 8, 1963 at 8:00
p.m. with the engineers and the bondsman, Mr. Evan L. Davis present to answer
any questions from the people. The meeting to be held in the South School
Cafetorium. Br. Bryson seconded the motion. Ayes: Bryson, Flournoy, Austin,

Austin moved we annex the property presented by Mr. J. Ray Smith in a petition
on June 17 and have our attorney draw up an ordinance for same. Flournoy
seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan.
Austin stated that an emergency exists and moved that the annexation go ingo
effect immediately because bemuse of existing emergency and that emergency clause be
attached to ordinance. Duncan seconded the motion. Ayes; Bryson, Flournoy,
Austin, Duncan.
Mr. Bryson asked for discussion of zoning of the 200' x 292' presented by Mr.
Smith at the June 17 meeting. Mr. Ed Rice, spokesman for a group of neighboring
residents, said they had agreed to "no protest" if the building was completed

according to plan. Mr. Duncan moved we zone the property. Flournoy seconded.
Ayes: Bryson, Flournoy, Austin, Duncan.
Mr. Smith presented an application and a $25.00 fee for the zoning of the
previously annexed property to-wit:
Beginning at the Southeast Corner of Lot One (1)
Block Seven (7), Smithview addition to the Town of
Owasso, Tulsa County, Oklahoma. According to the
recorded plat thereof, Thence North 1108 feet,
thence East 184.8 feet to a point, thence South-
easterly 148.8 feet along the highway right of way
to a point, thence South 1006 feet thence West 413
feet to point of beginning. Which land has been
platted as Parkview.
Mr. Bryson set the next regular meeting of July 15, after proper publication,
for a hearing on the zoning.
Ray Skinner presented a General Liability Policy for the City which includes
a maximum of X1000,000. to one person and $3000,000. for each occurrance. The
policy is the same as the policy we have been carrying.
Austin moved we terminate Gordon Clay as Chief of Police after a t wo weeks notice as of
tonight. Flournoy seconded the motion. Several visitors were present. Some
agreed with Austin and Flournoy that Clay should be terminated because of the
many arrests he makes and the manner in which they are made. Others stated that
Clay should be retained because of the way he inforced law and order and protected
our town. Mr. Bryson and Duncan voted "No" on the motion.
Bryson suggested we ask Tyler to get a demonstration on a Gravely Tractor
which sells for less than $600. and should be adequate for all our mowing.
Bryson stated that we should have our books audited. It was agreed that
Miss Downey call Mr. Goodall for the job, and if he is not available to find
another auditor.
Mr. Bryson suggested we make an effort to annex the John Pavey property as
it is just outside the city limits and he has had afire works stand on it
for the past several years.
It was decided that Mr. Fisher needed some extra help on the refuse route which
he started on July 1. Bryson moved we hire David Allsup when needed at $1.00
per hour. Flournoy seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan.
It was discovered that Fisher does not have a commercial license for truck
driving and agreed that he must procure one immediately.
Bryson moved we raise Josephine Downey~s salary $25.00 per month as of July 1, 1963.

Bryson moved we use Dorothy Allsup two additional hours per week at $1.25 per hour.
