HomeMy WebLinkAbout1963.07.15_City Council Minutes~~ July 15, 1963 The Board of Trustees met in regular session at City Hall, July 15, 1963 at 7:40 p.m. The meeting was called to order by the President of the Board, W. J. Bryson. Present; W. J. Bryson Floyd Flournoy Don Austin V. D. Duncan Ralph Carr Inez Odom Josephine Downey M. S. Sawyer President of the Board Trustee Trustee Trustee Treasurer Town Clerk Deputy Clerk Attorney The minutes of the regular meeting on July 1, 1963 were reed and approved with the following exceptions: The bond for the complete water program was an es- timated $210,000.00 instead of $213,000.00 with an addition of $2.30 on each water bill instead of the $2.96. Also Mr. Bryson stated that John Pavey had a fire works stand on his property for the past two years instead of the past several years. Austin moved we terminate Charles Pope as police judge. Duncan seconded the motion. Ayes; Flournoy, Austin, Duncan, Bryson. Mr. Bryson asked the Clerk to write a letter advising Mr. Pope of his termination as of tiugust 1, 19b3. Mr. Raymond B. Thomas appeared as an applicant for police judge. Flournoy moved we hire him, as of August 1, 1963. Austin seconded motion. Ayess Bryson, Flournoy, Austin, Duncan. Mr. Gosser objected to the proposed water program and suggested that we use present equipment with an adequate reservoir. David Allsup, refuse collector appeared with several suggestions: We should set a minimum fee on pick-tzp of $1.00 more for extra pick-ups. People should be notified with improper containers. Business rates are not equal for amount of service. He would like a day off for school enrollment without pay being docked. David was given day off for enrollment. He was asked to make notes on amount of services, talk over with Miss Downey, then present to the Board for recom- mendations. Austin moved that we charge $1.00 extra for any trash picked up other than in containers. Bryson seconded motion. Ayes: Bryson, Flournoy, Austin, Duncan. Mr. Powers, Auditor, explained process of his audit. He said he would not recommend a complete audit. Mr. Lloyd Smith of 904 North Ash complained of a water problem in his yard. Mr. Bryson promised to send Tyler to see what could be done to ease the problem. Harry Worley, Jack Cramer and Ira Leach asked the city to work with the fire department. The council expressed a wish to cooperate 100. Austin suggested a need for marked off parking space in the city. Mr. Clay showed a street striper in a catalog for $84.00 which Austin moved we purchase. Bryson seconded motion. Ayes: Bryson, Flournoy, Austin, Duncan. ~9 Minutes July 15, 1963 Mr. Clay asked what to do with stray dogs and what had been done about a jail. No decision was made. Clay expressed a need f'or street signs and barriers. The clerk was asked to order signs where ever cheapest. Dr. Reed stated that tests showed the new chlorinator had made the water safe. The Board discussed the issuance of a license for a private club but no one was in favor. Mr. Bryson read the following letter from J. Ray Smith: July 10, 1963 Owasso Town council Owasso, Oklahoma Gentlemen: On July 1, 1963, I filed an application with the Owasso Town Clerk for a re- quest of zoning land for commercial use, the description as follows: Beginning at the Southeast Corner of Lot One (1) Block Seven (7), Smithview Addition to the Town of Owasso, Tulsa County, Oklahoma. According to the recorded plat thereof, thence North 1108 feet, thence East 184.8 feet to a point, thence Southeasterly 148.8 feet along the highway right of way to a point, thence South 1006 feet, thence West 413 feet to point of beginning. Which land has been platted as Parkview. I am requesting that you only consider the South 120 feet of the above description. The description more clearly described as the 120 feet North and South, 292 feet East and West, directly East of Block Seven (7), Smithview and West og Highway 75 and 169, all in Block Two (2), Parkview Addition, Section 30, Township 21, Range 14. Ayes: Bryson, Flournoy, Austin, .Duncan. Austin moved we adopt ordinance No. 41 pertaining to accepting, adding and annexing to the town of Owasso, Oklahoma the above described property. Bryson seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. Austin moved that an emergency exists and that the annexation go into effect immediately because of existing emergency. Bryson seconded motion. Ayes: Bryson, Flournoy, Austin, Duncan. Mr. Bryson read a letter from Charles D. Newton, State Department of Health enclosing a p~rmit for the construction of sanitary sewers to serve Starlane Addition to Owasso, Tulsa County, Oklahoma, in accordance with the plans approved by their department on June 17, 1963. Let the minutes reflect that David Allsup was hired in the refuse department on July 5th, 1963 to replace Floyd Fisher who resigned on July 3, 1963. L. G. Hale was employed as helper on refuse truck as of July 2~ 1963 to work by the hour ~i Minutes July 15, 1963 at $1.25 per hour. Let the minutes reflect that the Board approved the request for appropriation of funds to the street & alley Fuhd.
