"Shall the Town of Owasso, State of Oklahoma, charge and collect
from each residential water user of said town a monthly charge of
Tiro Dollars and twenty five cents 02.25) and from each commercial
water user a minimum monthly charge of Two Dollars and Twenty Five
cents 02.25) which revenues, when collected, are to be apportioned
and credited monthly to the sinking fund to meet in whole or in
part one twelfth of the annual principal and interest requirements
on X210,000.00 of Waterworks Bonds if authorized and issued pur-
suant to an election to be held on the 10th day of September, 1963;
provided fur+~".er that the obligation to levy a tax to meet principal
and interest requirements on said bonds shall remain except that
such tax may be reduced or eliminated annually by the amount of revenue
