HomeMy WebLinkAbout1963.09.16_City Council Minutes September 16, 1963 The Owasso Board of Trustees met in regular session at 7:30 p.m. September 16, 1963 at City Hall. Present: W. J. Bryson Floyd Flournoy Don Austin V. D. Duncan Inez Odom Josephine Downey M. S. Sawyer President of the Board Trustee Trustee Trustee Town Clerk Deputy Clerk Attorney The minutes of the regular meeting of September 3, 1963 were read and approved as read. Mr. Bordwine appeared and asked if a law was in force to keep dogs in pens or on leash. Mr. Bryson said "yes, when. dogs are a nuisance, and a complaint has been filed." Jim McGill appeared and asked that something be done about water drainage around his property. After discussion, Bryson said our equipment was not adequate to dig a drainage ditch. Flournoy promised to see County Com- missoner, O'Brien about the County doing some work. Mr. Cline Mansur of Mansur & Steele presented an agreement drawn between the City of Owasso and his Company, to engineer the water project which was voted and passed upon September 10. After discussion, Austin moved we table agreement until next meeting. Flournoy seconded. Ayes: Bryson, Flournoy, Austin, Duncan. Mr. George Hauf asked that the dump fee be raised from $40. to $75. per month if the City wished to continue to use his dump. He was asked if he would sell his 37-acre dump and replied, "Yes, for $30,000." Flournoy moved we pay $?5. for one month of October then decide about cr~.nging. Bryson seconded. Ayes: Bryson, Flournoy, Austin, Duncan. Austin moved we raise Tyler's salary from $360. to 400. per month beginning October 1, 1963. Flournoy seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. Bryson said that Davis had refigured the water bond cost and based on 674 taps, $2.25 would pay the bill:, ana that we could call for another election any time at a cost of less than $50. for labor only. Austin asked Mr. Sawyer about reapportionment. He said the Board could decide on boundary changes of wards and 55% of the qualified voters could vote the change or a petition could be presented to make the change. Austin moved Bradley be given a raise from $335. to $350. per month. Flournoy moved we table the action until next meeting. Austin seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. Mr. Groth, Chairman of the Citizen's Committee recommended we hold another ele~ctior~ for the method of payment for the recently passed bond issue.
