HomeMy WebLinkAbout1963.10.21_City Council Minutes~5 October 21, 1963 ~ The Owasso Board of Trustees met in regular session at 7:30 p.m. October 21, 1963 at City Hall. Present: W. J. Bryson President of the Floyd Flournoy Trustee Don Austin Trustee V. D. Duncan Trustee Inez Odom Town Clerk Josephine Downey Deputy Clerk M. S. Sawyer Attorney Ralph Carr Treasurer The minutes of the regular meeting of October 7, as read. Board 1963 were read and approved Mr. Cline Manser was present for the vote on the 3='ngineer Agreement. Mr. Flournoy suggested that Herb Tyler act as Engineer on the project. Mr. Austin asked Mr. Manser if he would see that the lagoon was completed. Mr. Manser replied that he is working for the City and will push the work to completion. Mr. Duncan moved we accept the agreement with the following revisions; We shall withhold 10,E of the Engineer's pay until the project is completed and Herb will work on the job along with an Engineer from Manser and Steele Company and be paid $100. per month by the Company. Bryson seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. Mr. Lindsey was present for the hearing on the zoning of his property at 103 East 3rd Street, which was applied for last meeting. No protests were heard. Mr. Flournoy moved we zone the property for corunercial use. Mr. Duncan seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. Mr. Carter appeared for the zoning of his property. His answer to the question of the proposed use of the property was to garage ambulances for ambulance service. Mr. Flournoy moved we zone the property for commercial use. Mr. Duncan seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. Mr. Bryson moved we pay Mr. Hilburn a set salary of $312.00 per month as of October 1, 1963. Mr. Duncan seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. Mr. Austin moved we change the combination locks on the safe. Mr. Flournoy seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. The following names were submitted by on a corimittee for reapportionment:: Fred White Paul Barnes Ed Hayes Dr. Reed John Groth Elmer Cooper council members for consideration to work Jim McGill Earl Stokes Calvin Houston Bob Barrett Vernon Worley Paul Ford Duke Davenport Mr. Sawyer was instructed to draw up an orc~ance forbidding the burning of trash or garbage except during the hours of six to eleven a.m. Mr. Duncan moved we raise Mr. Clay's salary $12.50, giving him X337.50 per mo. and Mr. Harmon's salary $25.00 giving him $300.00 per mo. as of November 1, 1963.
