Bryson Floyd Flournoy Don Austin V. D. Duncan Inez Odom Josephine Dos}rney M. S . Sawyer President of the Board Trustee Trustee Trustee Town Clerk Deputy Clerk Attorney The minutes of the last regular meeting of December 2, were read and approved as read. Mr. Evan Davis was present to discuss the sale of the water bonds. The date of sale was set on Thursday, January 9, 1964, at 7:30 p.m. Mr. Duncan moved we pass ordinance No. 43 pertaining to restriction of house moving, which had been presented by Mr. Sawyer at last meeting for study. Mr. Austin seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. Mr. Duncan moved that ordinance go into effect immediately because of existing emergency. Bryson seconded. Ayes: Bryson, Flournoy, Austin, Duncan. A letter was written on November 11, 1963 to Mr. Charles Newton, Chief Sanitary j Engineer asking assistance in obtaining the ti~rithdrawal of the "freeze" now in effect on the part of the Federal Housing Ad^iinistration, because of our water conditions. Mr. Rosecrans stated. that he had conversed with Mr. O'Brien, and that since the road running through Owasso is no longer a state highway, the County would black top it from Mingo to Collinsville, including Owasso Main Street, providing the drainage is suitable. Ross Smithers appeared and. said more building was desirable east of town but that it was impossible with the present water supply. He asked far a lower rate to enable him to attach a booster pump for increased water supply. Bryson and Austin expressed a desire to buy his water line but Smithers would not quote a price. Bryson was not ready to comment on the proposed lower rate until all phases were studied. Miss Downey said Herb Hale had refused to pay a penalty on his water bill because the check was in the mail on the 10th of the month although it was post marked on the 11th. It was agreed a penalty was due. Herb Tyler said there is a leak in the pipe of the present water tower. The Engineer ha.d estimated the repair at $185.00 and a replacement at approximately $1,200.00. Bryson moved we advertise for bids on a replacement. Flournoy seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. A special meeting was set for Monday, December 30, at 7:00 p.m. to open bids. Mr. Sawyer suggested that an ordinance might be needed for a curfew. After discussion, it was agreed the curfew should be at 10:00 p.m. for 16 year olds and uncer except or. week ends. ~~ 5 December 16, 1963 Mr. Bryson had some calls in reference to park building repairs. Austin suggested we meet with park board and discuss repairs and control of the building. Mr. Austin moved we pay Shorty~s $5.00 premit fee for City inspection of plumbing. Duncan seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan.
