Meeting was called to order at 7:30 P.M. by the President of the
Board, W. J. Bryson, at Town Hall, Owasso, Oklahoma, January 21, 1963•

The minutes of the previous meeting were read. There being no
additions or corrections, the minutes stood approved as read.
The treasurer's report as of January 20, 1963 was presented
as follows:

Air. Evan L. Davis came before the board, as requested, to discuss
the affect of a water bond issue upon the tax structure of the Town of Owasso.
Mr. Davis reported that the tax would be reduced during the coming two years
due to the retirement of present bonds. He further stated that a water bond issue
in the amount of $150,000 would raise taxes an estimated $12.75 based on 20 years
and an estimated $11.25 based on 25 years.
Mr. C. C. Money, 113 East 49th Street North, Tulsa, Oklahoma
F15-4970, came before the board and stated his interest in contracting refuse
hauling in Owasso. He stated he operated three sanitary truck units with an
extra standby unit and is a member of the Tulsa Independent Refuse Haulers.
He stated he would furnish large businesses and schools with sanitary, sealed
containers at his own expense. His cost to Tulsa customers is X2.50 per month
for two pick-ups per week. However, he stated he could reduce this price t•
Owasso if the Town of Owasso collected for his refuse service. He stated he
picked up everything at each stop whether in the container or outside the con-
tainer. He proposed to maintain two workmen in Owasso if he was awarded a
contract. PJo agreement or decision was reached by the board.
The board discussed the proposed ordinance for refuse disposal.
Mr. Sawyer will re-draw the ordinance patterned after Tulsa's ®rdinance.
Mr. Bryson reported that partial payment of federal funds for the
sewer construction could be expected by January 24, 1963•

Charney moved Ordinance No. 38, as prepared and presented to the board
by the city attorney, be passed, said ordinance requiring persons operating a
motor vehicle within the corporate limits of the Town of Owasso to have a valid
driver's license. Second, Hayes. Ayes, Bryson, Hayed, Charney.
Charney moved that the emergency clause attached to Ordinance No.3B
be adopted by the board. Second, Hayes. Ayes, Bryson, Charney, Hayes.
Meeting was recessed at g:50 P.M, rieeting reconvened at g;55 P.M.
Mr. G. E. Rosecrans came before the board to discuss the problem of
orderly development of the Town of Owasso. He stated that some new developments
had no planning and strongly suggested that the board take the necessary steps
to guarantee a building code not only to cover the existing Towr of Owasso but
new additions that are added in the future. He stated such control should
encompass structural standards, planning, property lines, easements, etc. The
board stated that no developments should be annexed to the 2'own of Owasso unless
all such problems are fully worked out and guaranteed. Mr. Rosecrans further
stated that Birch Street from 300 block north running south should be named
Ash Street and Ash Street from 300 block north running south should be named
Birch Street to maintain proper continuity.
Hayes moved that the salary of Gordon Clay be raised to $275.00 per
month as of February 1,1963 in recognition of his fine service. Second, Charney.
Ayes, Bryson, Charney, Hayes. Hayes reported that officer Clay had started
training with the Civil Defense police school.
Hayes requested the record reflect that the board met with two Civil
Defense policemen, James L. Nichols and Harold Clark, to discuss the function
of Civil Defense policemen. After hearing the discussion the board was of the
opinion that it could not sponsor an auxiliary police department in Owasso but
would have no objection to Civil Defense policemen working in Owasso if they
operated under the direct control of the Owasso policemen. The board was informed
it could not prevent Civil Defense policemen from carrying firearms inasmuch as
the Civil defense policemen operate under a federal act. The board was informed,
however, that CA policemen must perform their duties only under the supervision
of a law enforcement agency and must be requested by city policemen before they
have authority to act. Mr. Hayes stated a CD policeman assisted the Lion's Club
with a teenage dance and Mr. Ben Palmer, President of the Lion's Club, expressed
his appreciation for the fine assistance.
The board stated it would assist in the proposed clean-up campaign for
the Town of Owasso. The board agreed to acquire as many proper trash receptacles
as the health officer considers adequate for the business district.
