The treasurers report as of February 17, 1963 was presented as follows General Fvnd ~ 2,641.22 Street and Alley Fund 3,398.53 Sinking Fund ]~., 532.46 ~9ater Fund 8,220.38 Sewer Fund 595.73 Sewer Improvement Fund 7,532.93 Meter Deposit Fend 1,550.05 Park Fund 155.31 Cemetery Fund 1,241.71 Bayne Pinkerton and '~arren Llewellyn,representatives for the Park Board, met with the town board to discuss ob3ectives for the park, namely an outside faucet for building; repairing of East 4th Street to t he park, and a swimming pool. Bryson reported that Tyler had reported the sewer plant was 99~ completed. The deputy clerk was instructed to call Cline Mansur to review the report on water filtration and meet with the board Monday night, February 25th, to discuss same. Charney moved to adopt Ordinance No. 39, pertaining to the collection of trash, refuse and garbage; providing for the designation of trash and garbage collectors; authorizing the Boexd of Trustees to regulate and control collection of trash or garbage; to provide for collection of trash, refuse and garbage in the Town of Owasso and employ persons for such purpose, to contract for the aollection of trash, refuse and garbage, and to fix fees for trash hauling and garbage collection; authorizing the Board of Trustees to establish methods of collection of fees; providing for notices of regulations, charges and fees; prohibiting persons, not officially designated or permitted, to engage in collecting or hauling garbage, trash or refuse within the Town of Owasso, Oklahoma; providing penalties for violations; repealing former conflicting ordinances. A discussion of a city charter followed and Charney moved that at the next general election two freeholders from each ward be elected to prepare and propose a city charter for submission to t he people for their approval at a subseQ„ent election as provided by law. Second, Hayes. Ayes, Bryson, Charney, Hayes. The board approved the application for a building permit submitted by Lyle M. and LaVina R. Smithers for the east 25 feet of Lot 4, and the west 30 feet of Lot 3, in Block 18, Original Town, provided all other permits are purchased for building.
