Reed President of the Board Trustee Trustee Trustee Deputy Clerk Attorney Town Clerk The minutes of the meetings dated February 1$, 1963 and February 25, 1963 were read. There being no additions or corrections, the minutes stood approved as read. The treasurer's report as of March 3, 1963 was presented as follows General Fund ~ 2,403.12 Street and Alley Fund 3,5$2.70 Sinking Fund 14,532.4b dater Fund $,312.24 Sewer Fund 485.53 Sewer Improvement Fund 7,532.93 Meter Deposit Fund 1,605.05 Park Fund 149.9 Cemetary Fund 1,211.74 flat. Sawyer presented a form for "Bench ~tarrant" for future use in city hall. Such form was turned to the deputy clerk. Mr. Sawyer discussed proposed legislation concerning levying of taxes by towns and cities which is before the State Legislature. The following letter was approved and signed for mailing to the Oklahoma State Legislature: "Honorable Ralph S. Very truly yol.rs, The Board of Trustees of the Town of Owasso Chairman Member Member" The board acknowledged letter dated February 28, 1963 from Charles D. ldewton, head, dater Pollution Control Section, advising fi.na.l Federal inspection of the new sewer plant on March 6, 1963. Mr. Cline Mansur of Owen, Mansur & Steele stated he believed the plant was so near completion that the Federal representatives might not need to return for a later inspection. Mr. Mansur was invited by the board-~to discuss the proposed expanded water facilities for Owasso. Mr. Mansur stated he estimated the cost of the facilities requested by the board to be X211,000. This figure included $5,000 for right of way purchase, X10,000 for contingencies and X19,000 for engineering fees, legal fees and miscellaneous. Mr. Mansur emphasized that these figures were only estimated but felt the estimates were adequate. Charney moved for a five minute recess, at 8:40 P. M. Meeting reconvened at 8:50 P. M. A discussion of the proposed water facilities continued. A short discussion concerning water trusts was held. Mr. Mansur advised Owasso presently had unlimited capabilities for voting bonds. He stated he would _ not advise a water trust for Owasso unless there was no alternative. He suggested the board discuss the new Turley trust with Turley businessmen to learn some of the problems.
