The regular meeting of the Town Council was called to order by the Pres-
ident of the Board, W. J. Bryson at Town Hall, 7:30 P.M.

City Attorney Wright gave the oath of office and swore in Mr. Ed Hayes
as Trustee from Ward No. 4 to fill the vacancy created by the resignation
of J. W. Allsup.
The minutes of the previous meeting were read. There being no additions
or corrections, the minutes stood approved as read.
The treasurers report as of January 14, 1962 was presented as follows:

Mr. Rosecrans brought several questions and suggestions before the
board for discussion.
Charney so moved that the record reflect that Josephine Downey was
appointed Deputy Clerk May 1, 1961 and her term to be at the pleasure
of the Board, pursuant to Chapter 5, Sections 1,2, and 3 of the Revised
Ordinances of the Town of Owasso, Oklahoma, 195']. Second, Hayes.
Aye: Bryson, Hayes, Charney.
Charney moved that the application for Federal Grant for Sewage Treat-
ment Works under 33 U. S. C. 466 et seq. be approved as presented to the
board and the following Resolutions attached thereto, be voted and
approved. Second, Bryson, Aye: Bryson, Charney, Hayes.

~JHEREAS, the Board of Trustees of the Town of Owasso, Oklahoma,
desires to construct sewage treatment works and propose to file an app-
lication through the Oklahoma State Department of Health to the U. S.
Public Health Service for Federal grant under Public Law 660 of the 84th
Congress.
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TO'~:NN OF OWASSO, OKLA~
HOMA AS FOLLOWS:
1. That the Town of Owasso, Oklahoma will provide proper and efficient
operation and maintenance of the project after its completion.
2. That the estimated cost for operation and maintenance is approximately
$4,400.00 per annum. Said estimate being based on the following schedule;
Labor - ( Operator, maintenance, repairs, etc. ) $2,700.00
Maintenance and Repair ( Chemicals, paint, parts, etc.) 500.00
Operation - (Power costs, supplies, etc.) 1,200.00
3. That the Town will employ qualified personnel in accordance with
the recommendations or requirements of the State Department of Health to
operate the sewage treatment plant.

RESOLUTION
Chairman of the Board of Trustees
WHEREAS, it is contemplated that the Town of Owasso, Oklahoma, will
construct certain sewage transmission and treatment facilities with an
estimated total cost of $51,700.00 and
WHEREAS, it is found that the Town of Owasso, Oklahoma, is unable
to provide the total cost of such improvements; and
WHEREAS, it is deemed necessary and pr®~fr to ap~1.y for Federal
grant under the Federal Water Pollution Control Act, Public Law 660,
84th Congress in order to have sufficient funds to complete tY~~se much
needed improvements;
NOW THEREFORE BE IT RESOLVED BY THE T0~"JN COUNCIL OF THE TOWN OF
OWASSO, OKLAHOMA,
That the Chairman of the Board of Trustees of the Town of Owgsso,
Oklahoma, be and is hereby authorized and directed to make application,
in the name of the Town of Owasso, for a Federal grant under Public Law
660, 84th Congress and to execute any other documents required t~sa complete
the project; to be applied to the cost of the construction of said sewage
facilities.

The Town of Owasso hereby agrees that if a Federal grant for the project
is made pursuant to the Federal Water Pollution Control Act, the Town will
pay the remaining costs of the approved project.
