HomeMy WebLinkAbout1962.02.05_City Council MinutesFebruary 5, 1962 The Board of Trustees of the Town of Owasso, Oklahoma, met in regular session at Town Hall on the 5th day of February, 1962, 7:30 P.M. Meeting was called to order by the president of the Board, W. J. Bryson. Present: W. J. Bryson Harold Charney Ed Hayee Josephine Downey President, Board of Trustees Trustee Trustee Deputy Clerk Absent: Marguerite(~,M. Reed Town Clerk Minutes of the previous"meeting were read and approved as read. Treasurer's report as of February 3, 1962, as follows: General Fund $ 5~ •35 Street & Alley 2777.26 Sinking Fund 6615.37 Water Fund-Regular 4156.97 Water Fund-Special 2276.00 Meter Deposit Fund 1195.05 Sewer Fumd 939.16 Sewer Improvement 1398.76 Park Fund 446.10 Cemetery Fund 1305.59 Charney asks that the minutes reflect that the $1.00 assessment (special) plus the sewer improvement fund be reported at $3,674.76, which goes toward procurment of land needed for sewer expansion. The meeting was opened to new business to be presented from the floor. Mr. Jackson of Evan L. Davis Municipal Bonds, met with the board and. upon motion by Charney,~second by Hayes, Ordinance No.32 entitled: " AN ORDINANCE PROVIDING FOR THE ~SSUANCE OF SANITARY SEWER BONDS IN THE SUM OF THIRTY FIVE THOUSAND 035,000.00) DOLLARS BY THE TOWN OF OWASSO, STATE OF OKLAHOMA, AUTHORIZED AT AN ELECTION DULY CALLED AND HELD FOR SUCH PURPOSE;PRESCRIBING FORM OF BONDS; PROVIDING LEVY OF AN ANNUAL TAX FOR PAYMENT OF PRINCIPAL AND INTEREST ON THE SAME; FIXING OTHER DETAILS OF THE ISSUE AND DECLARING AN EMERGENCY," was passed by the following votes. Ayes: Charney, Hayes, Bryson. Nays: None. Trustee Charney introduced the following resolution and moved its adoption, which motion was seconded by Trustee Bryson. The President of the Board called the roll with the following result: Ayes: Hayes, Charney, Bryson. Nays: None. WHEREAS, on the 26th day of January, 1962, pursuant to notice regularly and legally given, the Board of Trustees of said Town of Owasso received bids for the sale of its $35,000.00 Sanitary Sewer Bonds of 1962; and WHEREAS ,at said meeting held on January 26, 1962, two members of said Board were present which constituted a quorum due to one unfilled vacancy caused by the resignation of DON DAVIDSON, Trustee which vacancy had not been filled; and February 5, 1962, Cont. WHEREAS, 6 bids were received for the purchase of said bonds and the bid of the First National Bank and Trust Company, Tulsa, Oklahoma at an effective interest rate of 2.83929b was regularly accepted, NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF OWASSO, STATE OF OKLAHOMA: THAT the action of the Board of Trustees as set out above is hereby ratified and confirmed. Ordinance No.33, repealing the $1.00 water service charge was read, and upon motion by Charney, seconded by Hayes, was duly passed by the following votes: Ayes: Bryson, Charney, Hayes. Nays: None. The board suggests anyone interested from Ward No.3 in being appointed to fill the vacancy created by the resignation of Don Davidson, please contact Town Board for appointment. Mr. Leach of Apco Service Station, came before the Board in regard to connect- ing a car wash to the Town's sanitary sewer system. He was told that he must have plans and specification and submit to the State Health Department. Town employees, Herb Tyler, H:.C. Bradley, and Floyd Fisher were present, and were advised that all were to learn to do all phases of work pertaining to all departments. Discussion of streets followed, and it was suggested stop signs be installed at the intersection of South Main and 2nd. avenue. Mr. Tyler gave a report on cemetery and stated that as soon as the weather permitted, graves would be filled and general work done. Bradley gave report on the sewer disposal system. Tyler asks permission to purchase a cast iron cutter which was needed for the water department. He was told to check on prices of same and report to board.
