The Owasso Board of Trustees met in Special session at City Hall,
March 12, 1962, at 7:30 P.M.

Minutes of the previous meeting were read. Let the minutes reflect
the warrant to James M. Gott approved on March 5, 1962 in amount of $126.24
was corrected and should be in the amount of $19.17.
Let the minutes reflect the offer of Mr. Roy Henry of March 5, 1962,
to give the city a check at that time in amount of $200.00 if city will move
the proposed lagoon to the west side of present lagoon.
Motion by Mr. Charney that the last two sentences of the Roy Henry para-
graph be corrected to read as follows: " After considerable discussion the
following propositions were made by Dr. Reed and Roy Henry respectively"
(a) If Dr. Reed and his associates picked up the option on the Henry
land, they would assume the difference between $300.00 per acre and $660.00
per acre, their option price.
(b) If Dr. Reed and his associates did not exercise their option, Mr.
Henry would sell the desired acreage to the city at $450.00 per acre, a
reduction of $210.00 per acre from his contract price to Dr. Reed.
Second: Hayes. Ayes: Bryson, Charney, Hayes.
Let the record reflect Mr. Henry offered to reduce the overall price
of $35,000.00 by $300.00 in consideration for Dr. Reed and Ben Crowley
Joining in the execution of a deed to the city for 3.47 acres of said land.
Motion by Charney that the minutes reflect the city~s position on the
offer of Dr. Reed,Beh Crowley and Roy Henry. Second, Hayes. Ayes, Bryson,
Charney, Hayes.
Let the record reflect the city disagrees with the method used by
Dr. Reed, Ben Crowley and Roy Henry in determining the value of the property
which the city needs for the following reasons:
1. That the method used by Henry, Crowley and Reed to determine the
per acre price was by dividing the Reed and Crowley option price of $35,000.00
by the number of acres under option. By this method the per acre price is
$660.00.
2. That the acreage that the city needs overflows and is not of equal
value of other acreage of said tract.
3. That other acreage purchased by the city in the vicinity cost the city
$218.00 per acre for one tract, and $286.00 per acre for other tract.
The minutes were approved as corrected.

Meeting was opened for discussion and Dr. Reed states the contract
that was to have been prepared by Jack Givens was not presented inasmuch
as Mr. Bryson had informed him the board did not wish to entertain such
a proposal. Charney stated the reason Dr. Reed was contacted was to save
him and his associates the legal expense of preparing the proposal.
Mr. Hayes states that he cannot conscientiously approve payment of
$660.00 per acre for the land.
Charney states the city cannot conscientiously pay $218.00 or $275.00
per acre for Smith's and Villines' land and $660.00 or $450.00 for Henrys.
Motion by Hayes to offer $295.00 per acre to Mr. Henry for 3.47 acres
of land for sewer expansion.
Second: Bryson
Ayes: Charney, Hayes, Bryson.
Let the record reflect that Mr. Henry rejected the offer of $295.00
per acre offered by the city.
Motion by Mr. Hayes that the City Attorney proceed with Condemnation
proceedings for the required 3.47 acres of land.
Second: Charney.
Ayes: Bryson, Charney, Hayes.
Let the minutes reflect the reason the proposed lagoon is to be located
on the east side instead of the west side of the present lagoon, is due to
the cost and that it will sewer the east side of town without pumping.
Charney requests that Ed Hayes take over as Police Commissioner and
moves approval of his appointment at this time.
Motion by Charney that Ed Hayes be appointed Police Commissioner.
Second by Bryson. Ayes: Bryson, Charney, Hayes.
The City Health officer brought to the boards attention the several
out-houses still being used or in existance within the city limits. All
agreed something should be done about the matter. It was suggested the
policeman make a check of the locations and report to the board.
Motion to adjourn by Hayes, seconded by Charney. Ayes: Bryson, Charney,
Hayes, and meeting adjourned.
