The Owasso Board of Trustees met in regular session at City Hall at 7:30 P.M.
March 19, 1962:.

Minutes of the previous meeting read and approved as read.
Meeting adjourned for five (5) minutes due to confusion of reporting of an
accident on North Main Street.
The meeting reconvened and the treasurer's report was presented as follows:

The discussion of additional street lights followed with a motion by
Charney to procure street lights according to the Police Commissioner
and the Policeman's descretion. Second: Hayes. Ayes: Charney, Bryson, Hayes.
Hayes asks permission to purchase additional stop signs that were needed
over town and submitted locations of same.
Charney moved that the Police Department be allocated X50.00 to purchase
traffic signs. Second; Bryson, Hayes, Charney.
Rayola Park was discussed and the board approved Charney's request to invest-
igate the cost of lights and a net for the tennis court.
Charney suggests the board draw a resolution authorizing the city attorney
to proceed with condemnation proceedings of procurment of certain real property
for sewer expansion.
Charney moves that the Resolution for Condemnation as hereinafter set out be
approved, to-wit:

Mr. Jack Givens representing Dr. Reed, was present for the hearing on his
application for zoning of Lots 4 & 5, Block 24, 0. T. of Owasso, Oklahoma,
to P. Commercial use. The proof of publication tendered was in order and
accepted by the Board.
Dr. Reed stated his plans concerning commercial use of this property. He
is considering a service station and has made an offer to DX Sunray Oil Co.
Jack Givens corresponded with the city-county health department regarding
new additions to the sewer system. He received a letter from them stating
they had no objections to tYie placement of a station on the existing sewer
connection, if a proper silt filter is constructed.
Mr. Hal Clark, architect, was present and had information from the city-county
health department and engineer pertainir-g-to the quantity of water used by
the average residence and that used by a service station which are essentially
the same.
Those protesting the zoning of said property to commercial use and present,
were Bob Barrett, Howard Spickelmier, and Don Kelly.
The Board is in receipt of a written formal protest from Bob L. Barrett
stating that he owned property directly to the North of this proposed station,
and he believed this business operation would greatly reduce the value of his
property for resale and definitely as a home.
Barrett also stated that he worked for an oil company and was not protesting
because of any certain company.
Barrett further stated he would have to consider the possibility of the
proposed business dissolving due to the number of service stations already
in Owasso, and having a vacant building to contend with would be undesirable.
Nis. Spickelmier stated that he was protesting the commercial zoning in that
it would be a detriment to his property.
Both were told by members of the Board that orderly zoning of the town would
aid in the orderly growth of the town.
Mr. Kelly protested any additional connections to the sewer until the present
system is enlarged.
Charney moves to take the matter of Dr. Guy D. Reed's zoning under advisement
until further notice. Second: Hayes. Ayes: Bryson, Charney, Hayes.
A. L. Lester brought the problem of his sidewalk to the attention of the
Board who promised to check into the matter.
