Meeting was called to order at 7:30 P. M. by the
President of the Board, W. J. Bryson, at Town Hall, Owasso,
Oklahoma, April 2, 1962.

The minutes of the previous meeting were read. There
being no additions or corrections, the minutes stood approved
as read.
The treasurers report as of April 1, 1962 was
presented as follows:

Mr. Wright announced the condemnation suit against
Roy L. Henry and Dr. Guy D. Reed had been fi led and the hearing
for appointment of appraisers was set for April 1$, 1962 at
9:30 A. M. before Judge Graham.
R.everer_d Charles Davis and Mr. Jess Hodges were present
at the meeting. Reverend Davis, representing the Owasso Ministerial
Alliance, submitted the following resolution:
"In a called meeting of the Owasso Ministerial Alliance,
March 31, 1962, the following resolutions were adopted.
I. Resolved, that we be' ieve in cyan, honest and respectful
treatment of all people.
II. Resolved, that we believe in strict enforcement of all
the 12.ws for all people.
III. Resolved, we further respect and support persons in
authority, elected or appointed, or any groups or organizations,
as long a s we feel these persons, .groups or organizations are
working conscientiously for the moral, economic and social welfare
of the city of Owasso.

A representative of Standard Industries, Inc., a Mr. Miner,
was present at the meeting at the request of Charney. Ch-:rney
announced it was his desire t o pave First Avenue from Atlanta to
the South School. Charney requested Mr. Miner to estimate the cost
of such a project. Mr. Miner stated, inasmuch as he was not
aware of the exact project prior to the meeting, he was not properly
prepared to give actual figures. However, in general, he would
recommend six-inch asphaltic concrete or six-inch concrete with
curb at an approximate cost of X11.00 to X15.50 per linear foot.
These figures could vary a great deal depending upon engineering,
relaying of lines, etc.
Dr. Reed inquired of the Board of their decision
concerning commercial zoning of his property at Second Avenue
and Birch. Mr. Charney stated he was conferring with the Tulsa
Metropolitan Planning Commission in order to reach a decision.
Mr. Bryson stated the Board would rule on this application on
April 16, 1962.
The condition of the water tower was discussed. The
tower was last cleaned out, scaled and painted about 1950.
The Board concurred that there was money available to do this
work again and Mr. Tyler stated the repair was warranted.
Miss Downey will write letters to all firms who have expressed
interest in doing this work. Mr. Wright will draw a publication
for public bids.
Charney moved that a new manual standard typewriter be
purchased. Second, Hayes. Aye, Bryson, Hayes, Charney. Bryson
wi7.1 secure best price possible.
Bryson moved that Herb Tyler 'oe granted a X25.00 per month
raise in salary effective April 1, 1962. Second, Charney. Ayes
Hayes, Charney, Bryson.
Let the record ref lect that the salary increase was granted
to Mr. Tyler in recognition of his•extremely efficient work and
the fact he is foreman of the Owasso work crew and h«s burdens
and duties in addition to those of other cite employees. The
Board felt the raise was in keeping with the work he is performing.
Tyler reported the cemetery association will donate
its mowing equipment to the city for the care of the cemetery.
It was reported to the Board that the A. L. Lester
sidewalk was repaired.
Water overf low in the ball park and the city park
was discussed. Bryson will talk with J. Ray Smith to attempt
to come to some solution to this problem.
