Meeting was called to order at 7:30 P. M. by the President
of the Board, W. J. Bryson, at Town Hall, Owasso, Oklahoma, May'7, 1962.

The minutes of the previous meeting were read. There being
no additions or corrections, the minutes stood approved as read.
The treasurer's report as of May 6, 1962 was present ed as follows:

Mr. Cline Mansur of Owen, Mansur & Steele came before the board to
discuss a proposed estimate for survey of street and sidewalk needs in Owasso.
Mr. Mansur suggested that, if petitions could be received from home owners
requesting sidewalks and streets, t he cost of such projects would not be as great
as it would keep legal costs to a minimum.
Charney moved that Owen, Mansur c~ Steele make a 5-urvey in order to
determine the cost of putting in sidewalks and paving streets in Owasso; said
survey by Owen, Mansur & Steele not to cost the city in excess of $200.00.
(Cline Mansur agreed to include a "report" on a ti~:ater tower for the north side

Mr. Mansur further reported that his report regarding the new sewer
plan was forwarded to the State Health Department on April 27, 1962.
Dr. Guy D. Reed and Mr. Roy L. Henry were again present concerning
the condemnation of the Henry land for sewer expansion. Dr. Reed inquired as to
the status of the condemnation proceedings. Bryson stated this would be discussed
later in the meeting.
Meeting was recessed at 8:45 P. M. The meeting was reconvened at 9:00 P.M.
Mr. Bryson announced th~.t Mr. H. W. Wright, Jr. had resigned as attorney
for the Town of Owasso. Mr. Bryson stated Mr. Wright would submit his resignation
in writing.
Sealed bids in connection with the water tower repair were received
and opened as follows:
(1) Water Tark Service Com~~ny, Inc., Dallas, Texas ~ 71+9.50
With sand blasting 849.50
(2) American Tark Company, Nevada, Missouri ~ 645.00
With sand blasting 1,045.00
(3) Midwest Tank & Reservoir Company, Pittsburg, Kansas

Charney moved the bid of Midwest Tank & Reservoir Company be accepted.
Second, Bryson. Hayes stated he wished to delay final decision until he had time
to ascertain the qualities and attributes of the different reliners suggested f or
the repair work. The previous motion was removed and Mr. Hayes moved the bid
decision be tabled until the next meeting. Second, Ch~rney. Ayes, Bryson,
Hayes, Ch:rney.
The condemnation suit against Roy L. Henry was discussed. Mr. Charney
stated he did not agree with t he appraisal and wished to take the case to court.
Mr. Bryson pointed out the Town of Owasso had approximately thirty days in which
to accept or reject the decision of the appraisers. The Board mach no final
decision concerning this suit.
Mr. Hayes requested the clerk to telephone Frank O'Brien and state the
dissatisfaction of the citizens of Owasso regarding the new voting machines.
Mr. Hayes stated there had been many complaints regarding the delays in voting
due to t he use of the new machines.
Vern Taylor reported the three city employees did an excellent job
for Owasso Clean Up Day and their cooperation was sincerely appreciated by all
concerned.
Mr. Hayes reported five new stop signs have been installed and seven
new street li~,hts have:.been installed with five more street lights to be installed
as soon a s easements are obtained.
