Meeting was called to order at 7:30 F. N. by the President of
the Board, W. J. Bryson, at Town Ha11, Owasso, Oklahoma., May 21, 1962.

The minutes of the previous meeting were read. The minutes of the
previous meeting were corrected as follows:
The bids of `u'a`~er Tank Service Company, Inc. of Dallas, Texas and
American Tank Company of Nevada, Missouri specified the use of asphalt reliner.
The bid of Midwest Tank & Reservoir Company of Pittsburg, Kansas, using Dearborn
NO-OX reliner, should have been stated as ~y97.00 instead of $979.00.
The minutes were approved as corrected.
The treasurer's retort as of May 20, 1962 was present ed as follows:

Ch~.rney moved that the board accept the bid of Midwest & Reservoir Service
Company of Pittsburg, Kansas in tre amount of X997.00 for the repair of the water
to~~er. Second, Hayes. Aye, Fryscn, Hayes, Ch<:rney.
Mr. Bill Doughty of Midwest Tank ~;r Reservoir Service agreed to lower
his company's bid from X997.00 to X964.00 since the water tower is not as large
as first believed. Mr. Doughty also stated. his company would meet the American
Tank Company repair prices (if repairs ~~.~ere found necessary after the tower was
drained) and so noted on his contract with tr~.e Town of Owasso.
Let the record reflect that tJater Tank Service Company, Inc. and
American Tark Company bid asphalt reliner for the interior of the water tower
and, according to the American Water Works Association Standards, Section 5.4.6,
"no asphalt of either petroleum or natural base shall be acceptable as part of the
ingredients". The bid of N:idwest Tank ~ Reservoir Service specified a suitable
wax grease coating which is acceptable under the American Water 6~Torks Association
Standards.

Bryson acknowledged r~;ceipt of a letter from American Tank Company
dated May 9, 1962 concerning bids on the water tower re,;air.
Let the record reflect that the formal pernd.t dated May 10, 1962 for
construction of sewer improvements by the Town of OVrasso ha,s been received
from the Oklahoma State Department of Health, Oklahoma City, Oklahoma.
Let the record reflect that bids will be accepted for the sewer
construction or. June 4, 1962,
Mr. George Locust and Mr. Floyd Cloptcn, representing the Owasso
Baseball League, requested a water spigot for the baseball concession stand.
The board stated it would check with Herb Tyler and would endeavor to arrange a
water spigot for this purpose. Mr. Locust and Mr. Cloptcn also asked if the
board would have any objection to t he use of portable restrooms at the ball perk.
The board stated th~_t, if portable restrooms which met health specifications
and standards were used, it would have no objection.
Bryson stated the Tulsa City-County Library Commission had contacted
him and requested that the Board of Trustees select a site for the Owasso
Public Library. The board v~r~ll investigate and inform the library commission.
The meeting was recessed at 10:05 P. M. The meeting was reconvened
at 10:20 P. M.
Hayes stated that there are several tree and fence obstructions on
North Birch and North Cedar which are traffic hazards. Hayes will contact Public
Service Company concerning trimming of trees on right-of-ways and will check
with Herb Tyler on property lines to attempt to eliminate these traffic hazards.
Charney moved that the board place ~i2,082.00 (the appraised value) on
deposit with the court for the Henry land condemnation suit. Second, Hayes. Aye,
Bryson, Hayes, Charney.
