The regular meeting of July 16, 1962, was reconvened at 7:30 P.A4. by
the President of the Board, ti~1. J. Bryson.

ARr. C. A. Walker of T~idwest Tank &: Reservoir Service reported that the
water tank repair has been neglected because of the corrosion in the tank and mud
that has collected. After hearing the report by Mr. Walker and Herb Tyler, of the
extensive deterioration of the water tower, Mr. Hayes made the motion that the
necessary repairs in the amount of X2533.00 be authorized. Second by Charney.
Ayes, Bryson, Hayes, Charney. A report on the inspection made by C. A. Walker,
Midwest Tank and Reservoir Service, Pittsburg, Kansas and Herb Tyler, Owasso Water
Superintendent on July 23, 1962, is set-out herein and made a part hereof, to-wit:
1. Footings and Leg Column Shoes: Footings appear to be in excellent shape.
The Steel Column Shoes and Base Plate an the two ~lorth legs show scme
rusting due to accumulation of mud and water on the north side. Recommend-
ation: Clean away all mud and silt, sand-blast column shoes and prime with
red metal primer prior to exterior painting.
2. Leg Colamns and Horizontal Struts; In good condition.
3. Diagonal Sway or ~1ind Rods: These rods are extremely loose.
The purpose of these rods is to prevent undue stress on the legs of the
tank. They are very important to the structural soundness of the tank.
Recommendation: Ths.t the rods be adjusted to a taunt position by means
of the adjustment turnbuckles.
1~.. Horizontal Tie Tods: These rods are extremely loose. The purpose of the rods is
to give support to the center riser pipe. Recommendation: Rods be adjusted
to give positive support to riser pipe.
5. Cotter Pins for holding Sway Rods in Place: Nany of the cotter pins need spread-
ing to prevent them from falling out. Recommendation: Cotter pins be
spread.
6. Leg Attachment Pads or Post Connection Pads: The leg attachment pads shoYr signs
of seepage around rivet heads where tank legs fasten to tank proper.
On the interior the rivet heads are severely corroded. There is evidence
of a wearing or shearing action on the ri vets. Recommendation: That all
leg posts connection pads be welded on the exterior of the tank to relieve
stress on the rivets. The rivet heads be welded on the interior to prevent
water seepage and rust.

7. Tanlc Center Wiser Pipe: `i'he tank inlet and outlet pipe is a 4" steel pipe
which has been installed inside of an old 6" line. The 4" line is very
corroded on the interior and probably of very short life. Recommendation;
That the city give serious consideration to replacement of this 4" line
with a more adequate 6" cast iron new line or riser pipe.
£3. Tank Roof: The tank roof has pulled away from the tank at the top in two places
leaving a 4" to 6" opening large enough to permit the entry of birds and
insects. Recommendation: That the roof be pulled down to fit against
tank to close these openings. That the roof be welded in this permanent
position.
9. 'l'ank Steel Plate-Upper two Courses: These upper steel courses appear to be in
excellent condition. There is evidence of minor pitting but its presence
is negligible. Seam and. rivets appear to be in good condition.
Tank Bowl Steel Plate: The bowl of the tank is severely corroded. Corrosion
has eaten away rivet heads.. or. bowl seams and rust has built-up betweer.
the seam laps. The exterior of the bowl shows evidence of seepage around
rivet heads and along sore of the bowl sea~~r.s. There are an estimated 500
pits in the bowl area that measure 1~8" deep or mere in the w" plate.
RecorLnendation: That all bowl seams or rivets be welded in the interior
to add structural strength ar~d to make water tank i~rater tight. Weld all
pits that are l~~g" deep or deeper in the bowl area.
10. Exterior Sand-Blastirng: ~',s a result of the interior and exterior 1:eldirg it
becomes necessary- to remove all paint dar..aged by the heat from. welding
prior to exterior painting. Recommendation: That all exterior weld burns
and damaged paint be sand-blasted to bare metal and primed with red lead
metal primer prior to exterior finish paint.
11. Interior and Exterior Painting: lifter all rer:air work is completed, the interior
shall be coated z:itY~ wax-grease type coating and exterior painted complete
with aluminum paint. V
12. P~:isc.: Upon. draining the tank it was noted that ap~proxi~mately 2 ft. mud and
sediment accumulation was present. This represents an excessive amount
but understarda.ble i.n view of the lr,.ck of water filtering facilities.
There were also two dead birds present in the tank interior.
