Meeting was called to order at 7 :30 P.M. by President of the Board Wayne Beane,
at City Hall, Owasso, Oklahoma May 11 1961.

Minutes of the previous meeting were read. Motion made by McGuire to approve as
read. Seconded by May. Aye: Beane, May, McGuire, Davidson.
Motion by Beane to turn meeting to incoming Board. Seconded by McGuire. Aye:
Beane, May, McGuire, Davidson.
Herbert Wright, City Attorney, gave oath of office and swore in the following
newly elected officials of the Town of Owassj):

Wright acted as temporary chairman and opened meeting for nominations for Pres-
ident of the Board. Motion by Allsup that Bryson be elected President of the
Board. Charney moved that election be by acclamation. Second by Davidson. Aye:
Charney, Davidson, Allsup.
Motion by Charney that Dre Guy D. Reed be appointed new Health Officer. Second
by Allsup. Aye: Bryson, Charney., Davidson, Allsup. Dr. Reed accepted appoint-
ment.
Motion made by Charney that Ordinance ## 23 be repealed and Chapter 3, Title 14
be reinstated. and further, that the City Attorney be requested to draw the
Ordinance immediately. Second by Davidson. Aye: Bryson, Charney, Davidson, Allsup.

Meeting of May 1, 1961 Continued:
Complaint filed by citizens concerning health ad fire hazard on property described
as Block 27, Lot 7, of the Original Town of Owasso, was acknowledged by Board and
turned to Health Officer for action.
President of the Board, Bryson, appointed the Trustees as heads of City depart-
ments as follows:

"'resident of the Board will serve as ex- officio member of each department.
Motion by Charney that it be ordained by the Board of Trustees of the Town of
Owasso that Section 3, Chapter 4, be repealed that the Town Clerk not be required
to give a $5,000 bond as provided therein and that the revised ordinance take
effect immediately. Second by uavidson. Aye: Bryson, Charney, Davidson, Allsup.

Motion made by Charney that Hale Brothers Construction Engineers be allowed to
tie into the water and sewer systems of the Town of Owasso, according to city
regulations, at their present business location, and that resident sewer and
water fees be charged until the city can bring the property into the City
limits. Second by Davidson. Aye: Bryson, Charney, Davidson, Allsup/
Wright presented draft of charter ordered by previous Board of Trustees.
Discussion followed and matter tabled until next regular-' meeting.

President of Board suggested that all City em_)loyees be )resent at next board
meeting for general discussion and orientation. Suggestion accepted.
Meeting of May 1, 1961 continued:
Motion made by Charney that we have ordinance prepared requiring the city to
advertise for bids on new items purchased or work to be performed for the city
and that the proposed ordinance be drafted by the City Attorney. Second by
Davidson. Aye: Bryson, Charney, Davidson, Allsup.
