Bryson, at City Hall, June 5, 1961, Owasso, Oklahoma. Present: W. J. Bryson Don Davidson J. W. Allsup Harold Charney Richard Ernissee H. W. Wright, Jr. Marguerite M. Reed President of the Board Trustee Trustee (late) Trustee Treasurer City Attorney Town Clerk Minutes of the previous meeting were read. There being no additions or corrections to the minutes, they stood approved as reed. The meeting was opened to new business to be presented from the floor. Mr. Glen E. Rosecrans asked about the status of the traffic light. Charney advised Chief Carter was surveying for traffic load, speed, etc. to ascertain what solution could br found for this problem. Charney also pointed out that the speed limit had been increased to 35 miles per hour. Mr. Rosecrans further asked if it was advisable to have the siren sound each day at twelve noon. He was advised that this is a function of the Fire Department and not the City. Mr. Rosecrans advised the Council he had made a brief survey regarding the clean -up- paint -up campaign he had suggested at a previous meeting and he had found people generally in favor. Mr. W. A. Shanks reviewed the city's insurance program. Mr. Shanks was requested by the council to give a breakdown of his recommended program. Mr. Don Austin will be requested to give a breakdown of the present insurance program. The Council will then compare the two programs. Highway Patrol officers Ben Neidy and Jim Snyder were present to present reasons for maintaining a police car radio in Owasso. They were present at the invitation of Charney. The officers were of the opinion that the radio would give daily radio contact for emergency hospital services and help the Owasso officer on duty when making arrests, setting up road blocks, etc. Similar communities have raised their apprehension rates 90% with a radio. The radio feature is also a safety factor for the policeman. The Board then invited M IVI. Mansur of Owen, Mansur & Steele to join in a discussion of the most feasible manner in which Owasso can re- habilitate its sewer facilities. Mr. Mansura general primary recommendation was to enlarge and improve the facilities Owasso already has until its financial condition becomes more satisfactory. Charney moved that the firm of Owen, Mansur & Steele be directed to make a facility study on the repair and modification of our sewer plant at an approximate cost of $12,000.00 and that Owen, Mansur & Steele be paid the sum of $300.00 for preparing such a report. D. M. Sokolosky, representing the Owasso Chamber of Commerce, requested financial help from the city for Progress Day to be held Sept- ember 16, 1961,.. Charney moved the council donate $100.00 to the Chamber for this purpose. Second: Davidson, motion tabled until after July 1st, 1961. June 5, 1961, Con't. Mr. Ross Smithers requested consideration by the council for 27,900 gallons of water metered by Bill Boyd due to a break in a water line. Charney moved that Mr. Smithers pay city rates on the 23,900 gallons of water which passed through the Boyd meter as a result of the break and pay the regular (double) rate on 4,000 gallons additional water which is Boyd's agate average monthly usage. Charney reported the Police Department had sent out notices to each Owasso residence setting June 3, 1961 as the deadline for rabies vaccinations and dog tags. Approximately 90 tags were issued with income exceeding $100.00. A dog pound and dog catcher is being maintained. All dogs picked up will be held three days and then delivered to the County for destruction. A charge of $5.00 is being made to reclaim,and vaccination is required.
