Bryson, at City Hall, Owasso, Oklahoma, July 3, 1961. Present: W.J. Bryson J.W. Allsup Harold Charney Richard Ernissee Marguerite M. Reed H.W. :"fright, Jr. Absent: Don Davidson President of The BoarcL Trustee Trustee Treasurer Town Clerk City Attorney Trustee Minutes of the previous meeting were read. Minutes were corrected to read as follows: A.B. Fields will notify all citizens in writing concerning improper containers, etc., with a copy to City Hall, for more efficient and expeditious handling of such matters. Minutes were approved as corrected. The meeting was opened to new business to be presented from the floor. Mr. Ralph Masterq, American Tank Company, Box 106, Nevada, Missouri, discussed the re- conditioning of the water tank, including cleaning, scaling, painting, eta. His company's charges are $2.50 per lineal foot for welding, $.50 per rivet, $.45 per pit for welding. Then with supervised inspection his company would bid on repairs. Council would have the right to accept or reject bid. Job would be guaranteed for 12 years on condition that the tank would be repainted on inside in four years. Mr. Masters gave Grove, Oklahoma as a reference. His company specifies Sherman williams paint. Mr. Masters business card was taken for future reference. Mr. Herbert Hale presented plat of his land to be annexed as requested by the council. The plat stipulated a 40 -foot easement for street only. The council was not will- ing at this meeting to accept such easement without further investigation. Mr. Hale stated he would give a 50 -foot easement, which is usual practice, if the council could give plausible reason. Council tabled d6cision until next meeting. Bids wer4 opened for purcha,,e of tractor as advertised: Kelly Tractor Company, 1036 North Lewis, Tulsa, Oklahoma $4,750-00 Rush Implement Company, Skiatook, Oklahoma MF -202 Work Bull 4,680.76 MF -204 Work Bull 5,098.76 Tulsa Tractor & Equipment Compa;ty (International Harvester), 1026 North Mingo Road, Tulsa, Okla. 5,100.00 Midwestern Engine & Equipment Company 4645 Sapulpa Road Tulsa, Oklahoma 4,728.70 Charney moved that all bids recieved be taken under consideration and that further discussion on accepting or rejecting the bids be tabled until later in the meeting. Second, Allsup. Aye, Bryson, Allsup, Charney. Mr. D.M. Sokolowsky stated the Chamber of Commerce wished the city to take over the decorating lights used for Christmas, Progress Day, etc. and maintain them. He also again requested a $100.00 Contribution for Progress Day. Both matters were passed until a later date. Meeting of July 3, 1961 continued: 247 Mr. Curtis E. Moutrey, of Curtis E. Moutrey & Associates, Inc., 1503 North Denver, Tulsa, Oklahoma. (LU 7 -2297) came before the council to discuss the creation of a water authority for Owasso. After considerable explanation and discussion Bryson suggested that Mr. Moutrey present a brochure to the council for study, if he so desired. Perhaps, t en, at a later date, more discussion would be feasible. The majority of the council did nto believe it would be interesed in entertaining such a water authority but agreed to investigate the material presented to it. Mr. William Pennington and Mr. John Kornegay came before the council concerning three houses being on one water meter. The meter in Mr. Pennington's mane also serves two houses owned by Mr. Kornegay. Both men were willing to do whatever was necessary to allow the water to be handleii properly and legally. Mr. Kornegay will purchase two meters to be installed at his houses. Mr. Kornegay had requested a ruling of the previous council but had received no action. Bryson stated he would entertain a motion that all street lights in the Town of Owasso other than on Main Street, be 100 watt bulbs instead of 250 watt bulbs which would mean a saving of approximately $380.00 per annum.
