Lisa Wilson, City Clerk's Office OWASSO PUBLIC WORKS AUTHORITY MINUTES OF REGULAR MEETING Tuesday, August 4, 2015 The Owasso Public Works Authority met in regular session on Tuesday, August 4, 2015, in the Council Chambers at Old Central, 109 N Birch, Owasso, Oklahoma per the Notice of Public Meeting and Agenda filed in the office of the City Clerk and posted on the City Hall bulletin board at 6:00 pm on Friday, July 31, 2015. t. Call to Order Chair Jeri Moberly called the meeting to order at 7:23 pm. 2. Consideration and appropriate action relating to the purchase of a mini - excavator Travis Blundell presented the item recommending to approve the purchase of a 2015 Yanmar mini - excavator in the amount of $39,950 from Ditch Witch of Tulsa, Oklahoma utilizing the Oklahoma Statewide Contract Award. Owasso Public Works Authority August 4, 2015 Page 2 After discussion, Dr. Kelley moved, seconded by Mr. Bush to approve the purchase of the 2015 Yonmar mini - excavator not to exceed $39,950, per the Oklahoma State Bid, as recommended. Call to Order Vice Mayor Dunn called the meeting to order at 6:05 pm. Present Vice- Mayor /Vice Chair- Lyndell Dunn Councilor /Trustee - Doug Bonebrake Councilor /Trustee - Bill Bush Councilor /Trustee - Chris Kelley A quorum was declared present. Absent Mayor /Chair -Jeri Moberly 2. Discussion relating to Community Development items A. Planned Unit Development Amendment- Morrow Place B. Tax - Credit Senior Housing - Request for Resolution of Support Bronce Stephenson presented the items and discussion was held. It was further explained that items 2A and 2B would be placed on the August 18, 2015 Council agenda for consideration and action. 3. Discussion relating to a Professional Services Agreement- PDG (51K Trail & Splash Parks) Larry Langford presented the item and discussion was held. It was further explained this item would be placed on the August 18, 2015 Council agenda for consideration and action. 4. Discussion relating to Policy Amendments -Sales Tax Watchdog Committee Julie Stevens presented the item and discussion was held. It was further explained this item would be placed on the August 18, 2015 Council consent agenda for consideration and action. 5. Discussion relating to Finance Department item A. Water and Sewer Rate Changes Linda Jones presented the item and discussion was held. it was further explained that action items would be placed on the August 18, 2015 OPWA and Council agendas for consideration and action. 6. Discussion relating to City Attorney items A. Part 2, Section 2 -411, Rules of Debate - Ordinance Amendment B. Resolution - Juvenile Court Julie Lombardi presented each item and discussion was held. It was further explained item 6A would be placed on the September 1, 2015 Council agenda for consideration and action and item 6B would be placed on the August 18, 2015 Council agenda for consideration and action. Discussion relating to City Manager items • Radio System Update • Sales Tax Report • City Manager Report Larry White advised that an item would be placed on the September worksession to discuss a proposal to purchase equipment for the Radio System Upgrade Project. Linda Jones presented the monthly sales fax report. Warren Lehr advised that bids were opened earlier in the afternoon for the storefront glass and glazing portion of the New City Hall Remodel Project and a staff recommendation will be presented for consideration and action at the August 18, 2015 Council meeting. B. City Council /Trustee comments and Inquiries Council members expressed appreciation for the monthly development update and discussed the various ways they have utilized the information in the community. TO: The Honorable Chair and Trustees Owasso Public Works Authority FROM: Travis Blundell Utility Superintendent SUBJECT: Annual Water Quality Report Certificate of Completion and Distribution DATE: August 14, 2015 BACKGROUND: Every year, in conformance with the Safe Drinking Water Act,' the City of Owasso prepares and distributes the Annual Water Quality Report to our customers in an effort to enable our citizens to make practical and knowledgeable decisions about their health and the environment. The report contains basic educational information on the water quality — including levels of any detected contaminants, and compliance with drinking water rules. At a minimum, the report must provide consumers with the following fundamental information: C ➢ Lake, river, aquifer, or other source of the drinking water; A brief summary of the susceptibility to contamination of the local drinking water source, based on the source water assessments that states ore completing over the next five years; ➢ How to get a copy of the water system's complete source water assessment; ➢ The level (or range of levels) of any contaminant found in local drinking water, as well as EPA's health -based standard (maximum contaminant level) for comparison; D The likely source of that contaminant in the local drinking water supply; ➢ The potential health effects of any contaminant detected in violation of an EPA health standard, and an accounting of the system's actions to restore safe drinking water; ➢ The water system's compliance with other drinking water - related rules; Phone numbers of additional sources of information, including the water system and EPA's safe drinking water hotline. It is worth noting that because the report simply summarizes information the City must collect to comply with the Federal Safe Drinking Water Act, no additional monitoring is required to comply with this mandate. Additionally, since the City purchases water from the City of Tulsa, Owasso's Water Quality Report uses much of the educational information and monitoring data provided by the City of Tulsa. A copy of the City of Owasso 2015 Water Quality Report is included as Attachment A. The mandate also requires that the City mail or deliver a copy of the Water Quality Report to each water customer, make an effort to deliver the report to non - bill - paying customers, and provide copies of the report upon request. The City must send a copy of the Water Quality Report to the Oklahoma Department of Environmental Quality (ODEQ) and submit a Certificate of Completion and Distribution by October 1, 2015. The Certificate confirms that the information contained in the report is correct and that all distribution requirements have been met. Right -to -Know Amendment to Clean Water Act In (1996) requires that all owners of systems serving 25 residents or more or that have 15 service connections serving year round residents distribute such report. COMPLIANCE STATUS: Staff confirms that the information contained in the City of Owasso 2015 Annual Water Quality Report, completed in May 2015, is correct and consistent with compliance monitoring data previously submitted to ODEQ. Copies of the report were distributed through the utility bills on June 5th, June 16th, and June 25th, 2015. In addition, the report may be viewed by visiting the City of Owasso webpage3 or the offices of the Public Works Department at 301 West 2nd Avenue, Owasso. We take great pride in providing you, our customer, with reliable and safe drinking water that meets all Federal and State regulations. Again this year, contaminant levels in our water are well below the maximum allowable levels. Why are there contaminants in my drinking water? Drinking water, including bottled water, may be expected to contain at least small amounts of contaminants. The presence of these contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects may be obtained by calling the Environmental Protection Agency's (EPA) Safe Drinking Water Hotline (800 -426- 4791). The sources of drinking water (both tap and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and in some cases, radioactive material, and can pick up substances resulting from the presence of animals or human activity. Contaminants that may be present in water prior to treatment include: Microbial contaminant which come from sewage treatment plants, septic systems, agricultural livestock operations and wildlife. Inorganic contaminates are naturally- occurring or a result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production and mining or farming. Pesticides and herbicides come from a variety of sources such as agricultural urban storm water runoff and residential uses. Chemical contaminants include synthetic chemicals which are byproducts of industrial processes and petroleum production that can come from gas stations, urban storm water runoff and septic systems. Radioactive contaminants are naturally occurring substances or the result of oil and gas production and mining activities. In order to ensure that tap water is safe to drink, the EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration (FDA) regulations establish limits for contaminants in bottled water, which provide protection for public health. Is Owasso's water safe to drink? YES! The City of Owasso and the City of Tulsa routinely monitor for contaminants in your drinking water according to Federal and State laws. In 2014, the City of Tulsa analyzed more than 2500 samples looking for pollutants that might be dangerous to your health and substances that can make the water taste or smell unpleasant. In addition, the City of Owasso collected 300 samples from many different locations throughout the distribution area. The data tabulation table shows the results of our monitoring for the period of January through December 2014. What does the data mean? This report is being provided to show that our drinking water IS SAFE and meets Federal and State requirements. As you can see by the table, the drinking water delivered to Owasso area homes and businesses exceeds all federal requirements. Although some contaminants were detected in 2014, the EPA has determined that your water is safe at these levels. Where does Owasso's water come from? Our water is purchased from the City of Tulsa. The water is treated surface water transported from three sources in northeastern Oklahoma (Lake Oologah on the Verdigris River, Lake Spavinaw and Lake Eucha on Spavinaw Creek, and Lake Hudson on the Neosho River). On March 31, 2015, the City of Tulsa notified Owasso of a water rate increase effective October 1, 2015. Rates for water purchased by the OPWA from the City of Tulsa will increase by 7% from $3.17 to $3.39 per 1,000 gallons. Tulsa water is delivered to Owasso through three master meters. The monthly meter charge will also increase by 7% from $481.56 to $515.27 for a monthly meter fee increase of $33.71. In order for the City to recover increased costs of both water and labor, staff proposes a rate increase of forty -four cents per thousand gallons of water usage to customers inside the city limits plus the respective monthly increase based on the size of meter effective October 1, 2015. Staff further proposes that rates for customers outside the city limits continue to be 20% more than rates for customers within the city limits in accordance with the previous OPWA resolution establishing the different rate structures for customers outside the city limits. The proposed minimum volume charge per 1,000 gallons of water usage would increase from $5.02 to $5.46 for customers inside the city. The monthly cost of the proposed rate increase to a city customer who uses 7,000 gallons of water with a 3/4" meter would be $3.08 per month or $37 per year, or 8.8 %. The proposed increase for rural customers using 7,000 gallons per month would be $3.70 or $44 per year. The Owasso Public Works Authority also provides sewer treatment for the City of Owasso. While the cost of providing service has increased annually, the rates charged to customers have not increased since 2012. As a result, the City of Owasso averaged a $338,000 (10 %) net operating loss over the past three years on an accrual basis. In order for the City to recover increased costs, staff proposes a fifty -cent monthly sewer base increase plus an additional thirty cents per thousand gallons effective October 1, 2015. The proposed average increase to residential sewer customers would be $2 per month or $24 per year. The rate increase is estimated to generate an additional $250,000 annually. Rate changes require the approval of the Owasso City Council and the Owasso Public Works Authority by City Ordinance and Trustee Resolution. RECOMMENDATION: Staff recommends City Council approval of Ordinance 1058 establishing the water, sewer, and metered fire hydrant rates to be effective October 1, 2015. Staff recommends Trustee approval of Resolution No. 2015 -03 establishing the water and sewer rates and the rates and fees for metered fire hydrant usage.
