MINUTES OF REGULAR MEETING
Tuesday, September 1, 2015
The Owasso City Council met in regular session on Tuesday, September 1, 2015, in the Council
Chambers at Old Central, 109 N Birch, Owasso, Oklahoma per the Notice of Public Meeting and
Agenda filed in the office of the City Clerk and posted on the City Hall bulletin board at 6:00 pm
on Friday, August 28, 2015.
1. Call to Order
Mayor Jeri Moberly called the meeting to order at 6:30 pm.
2. Invocation
The invocation was offered by Daniel Copeland, Youth Pastor of Owasso Pentecostal
Church,
3. Flag Salute
Councilor Kelley led the flag salute.
4. Roll Call

5. Presentation of the Character Trait of Dependability
Mike Henry, Character Council Member, presented the Character Trait of Dependability for
the month of September.
6. Consideration and appropriate action relating to a request for approval of the Consent
Agenda. (All matters listed under "Consent" are considered to be routine and will be
enacted by one motion. Any Councilor /Trustee may, however, remove an item from the
Consent Agenda by request. A motion to adopt the Consent Agenda is non - debatable.)
A. Approve minutes - August 18, 2015
B. Approve claims
Dr. Kelley moved, seconded by Mr. Bonebrake to approve the Consent Agenda with claims
totaling $145,632.48. Also, included for review were the self - insurance claims report and the
payroll report for 08/22/15.

7. Consideration and appropriate action relating to items removed from the Consent Agenda
None
B. Public hearing and consideration and appropriate action relating to Planned Unit
Development (PUD- 05 -02A), for property located at between E 116th St N and E 126th St N,
and between N 129th E Ave and US -169
Bronce Stephenson presented the item recommending approval of PUD- 05 -02A with the
following conditions:
• No A/C condensers be allowed in side yard setbacks in the residential areas
• All residential lots shall maintain a minimum 25 foot front yard setback
• Multi- family development shall only be allowed in Commercial Area 'G'
The Mayor opened the Public Hearing for comment. No citizen input was offered.
After discussion, Dr. Kelley moved, seconded by Mr. Dunn to approve PUD- 05 -02A with
conditions, as recommended.

9. Consideration and appropriate action relating to the award of a bid for lighting for the 4 -plex
located in the south portion of the Owasso Sports Park
Larry Langford presented the item recommending award of the bid to Shawnee Lighting in
the amount of $339,665 for the installation of lighting for the baseball 4 -plex at the Owasso
Sports Park.
After discussion, Mr. Bonebrake moved, seconded by Mr. Dunn to award the bid in the
amount of $339,665, as recommended.

10. Consideration and appropriate action relating to Ordinance 1059, Rules of Debate,
amending 2- 411(H) to include a provision establishing a motion to reintroduce a new item of
business within six (6) months of the City Council's original vote on an item
Julie Lombardi presented the item recommending approval of Ordinance 1059.
After discussion, Mr. Bonebrake moved, seconded by Mr. Dunn to approve Ordinance 1059,
as recommended.

11. Consideration and appropriate action relating to Resolution 2015 -16, supporting the letter
requesting an opinion from the Oklahoma Attorney General regarding the Interlocal
Cooperative Jail Financing Agreement submitted on or about August 20, 2015, signed by
attorneys for the City of Tulsa, the City of Sand Springs, the City of Jenks and the City of
Collinsville
Julie Lombardi presented the item. Tulsa County Commissioner John Smaligo addressed the
Council regarding this item.

After discussion, Mr. Dunn moved, seconded by Mr. Bonebrake to table this item to the
September B, 2015 worksession for additional discussion.

Earl Farris presented the Monthly Public Works Project Status Report.
Mr. Lehr recognized employees.

Mr. Bonebrake moved, seconded by Dr. Kelley to adjourn the meeting.
