HomeMy WebLinkAbout2015.09.14_Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, September 14, 2015 The Owasso Planning Commission met in regular session on Monday, September 14, 2015 at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 3:00 p.m. on September 10, 2015. ITEM 1. CALL TO ORDER Dr. Loving called the meeting to order at 6:00 p.m. ITEM 2. Flag Salute ITEM 3. Roll Call PRESENT ABSENT David Vines Tim Miller Tammy Laakso Dr. Paul Loving Renee Mowery A quorum was declared present. STAFF Bronce Stephenson Karl Fritschen Marsha Hensley Daniel Dearing ITEM 4. Presentation of the Character Trait of the Month - Dependability The new Community Development intern Kyler Hallmark was introduced to the Commissioners. ITEM 5. Approval of Minutes from Augustl0, 2015 Regular Meeting. The Commission reviewed the minutes, David vines moved, seconded by Tim Miller, to approve the minutes from the August 10, 2015 meeting. A vote on the motion was recorded as follows: YEA: Dr. Loving, Mowery, Laakso, Vines, Miller NAY: None Motion carried 5 -0. ITEM 6. Annexation OA-15-05, OA 15 -06, OA 15 -07 - Consideration and appropriate action related to the request for the review and acceptance of the annexation of three (3) contiguous properties with a total of 51.031 acres, located between East 76th Street North and East 86th Street North OWASSO PLANNING COMMISSION September 14, 2015 Page No. 2 along the west side of the railroad tracks. The property will maintain Agriculture (AG) zoning upon annexation. Karl Fritschen presented the staff report and described the location. All three annexations requests were presented but the motions will need to be done individually. The properties will total approximately 51 acres that will be used as part of the Ranch Creek Trail and a dog park. The property will maintain the current zoning of Agriculture (AG). The Annexation Committee reviewed the request on August 26, 2015 and recommended approval to annex the three properties into the corporate limits of the City of Owasso. Staff recommends approval. Tammy Laakso moved, seconded by Tim Miller, to approve the annexation #OA 15 -05. YEA: Dr, Loving, Mowery, Laakso, Vines, Miller NAY: None Motion carried 5 -0. Tim Miller moved, seconded by David Vines, to approve the annexation #OA 15 -06. YEA: Dr. Loving, Mowery, Laakso, Vines, Miller NAY: None Motion carried 5 -0. Tim Miller moved, seconded by Renee Mowery, to approve the annexation # OA 15 -07. YEA: Dr. Loving, Mowery, Laakso, Vines, Miller NAY: None Motion carried 5 -0. ITEM 7. Lot Split #OLS 15 -05 - Consideration and appropriate action related to the request for the review and acceptance of a lot split which would split a 40,900 sq ft lot into two (2) tracts containing one 16,500 sq ft lot and a 24,400 sq ft lot. The subject property is Lot 1, Block 20, Elm Creek Estates First Addition. Karl Fritschen presented the staff report and described the location. This lot split would split a 40,900 sq ff lot into two (2) tracts containing one 16,500 sq ft lot and a 24,400 sq ft lot. The lot split proposed to split the lot, with the eastern portion (tract 1) of the property joined with Mingo Manufacturing and will be used as a parking lot, while the western portion (front half) will retain the existing structure. The item went before the TAC on August 26, 2015. There were two comments: ensuring access from tract 1 with the lot to the east and that any future development on the property would be subject to all development standards of the city. Staff recommends approval subject to TAC comments. Tammy Laakso moved, seconded by Tim Miller, to approve the Lot Split # OLS 15 -05, subject to the following TAC and Staff comments being addressed: OWASSO PLANNING COMMISSION September 14, 2015 Page No. 3 The legal description of tract 1 shall contain language that allows cross access with the existing tract to the east. Any further divisions of the property shall be required to file a new lot split application for approval by the Planning Commission. Any future development on the property is subject to all development standards of the City of Owasso. YEA: Dr. Loving, Mowery, Laakso, Vines, Miller NAY: None Motion carried 5 -0. ITEM 8. Adiournment - Tammy Laakso moved, seconded by Tim Miller, to adjourn the meeting. A vote on the motion was recorded as follows: YEA: Dr. Loving, Mowery, Laakso, Vines, Miller NAY: None Motion carried 5 -0 and the meeting was adjourned at 6 :25 PM. Date
