MINUTES OF REGULAR MEETING
Tuesday, April 18, 1995
The Owasso Public Works Authority met in regular session on Tuesday, April 18, 1995 in the
Council Chambers at the Owasso Community Center per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, April 14, 1995.
ITEM 1: CALL TO ORDER.
Chairman Duke called the meeting to order at 10:15 p.m.
ITEM 2: INVOCATION
The invocation was given during the City Council meeting preceeding this meeting.
ITEM 3: FLAG SALUTE
The flag salute was held during the City Council meeting.

ITEM 5: REQUEST APPROVAL OF THE MINUTES OF APRIL 4, 1995 REGULAR
MEETING
Mr Burris moved to approve the minutes as written, by reference hereto; seconded by Chairman
Duke.

ITEM 6: REQUEST APPROVAL OF CLAIMS
Mr Ramey moved, seconded by Chairman Duke, to approve the following claims as submitted:
(1) OPWA Fund $80,463.18; (2) OPWA Capital Improvement Fund $19,916.71; (3) Payroll
$25,236.89.

ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE
PURCHASE OF WATER LINE RELOCATION EQUIPMENT.
The public works department currently utilizes a magnetic locator to locate buried manholes,
water valves and metal water meters to a depth of 24 inches, however, it will not locate plastic
meters fiberglass valve boxes or PVC pipe. Technology is now available to locate objects using
a pressure wave carried by the water in the pipe. Quotes were solicited for a water line locator
having the capability to locate all types of equipment. Mr Burris moved, seconded by Mr
Ramey to approve the purchase of a Radiodetection 500 water line locator from Water Products
of Owasso in the amount of $2300.

ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE
PURCHASE OF WATER LEAK DETECTION EQUIPMENT.
Revenues are being lost because of water leaking into the distribution system. The water
division does not have equipment to identify the location of leaks, and must excavate probable
leak locations. This results in loss of time, and additional work to regrade, seed or sod
properties that are excavated. Rather than excavating, determination of leaks in the system can
be acomplished by using listening equipment. The Public Works Department solicited quotes
from local vendors for listening equipment that can be used for PVC pipe. After reviewing the
quotes, staff recommend Trustee approval of the purchase of a Fisher Leak Detector Model
XLT-20 from Water Products of Owasso, in the amount of $1400. Following discussion
centered on the advisability of borrowing such equipment, Mr Burris moved to approve the staff
recommendation for purchase of the water leak detection equipment. Motion seconded by Mr
Ewing.

ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE
RENEWAL OF A CONTRACT BETWEEN THE OPWA AND BROWNING-
FERRIS INDUSTRIES (BFI) PROIDING FOR THE COLLECTION AND
DISPOSAL OF REFUSE GENERATED BY COMMERCIAL
ESTABLISHMENTS.
In July 1993, the Trustees approved a contract with BFI for commercial refuse collection and
disposal. The contract contains language allowing for the extension of the contract for
successive one-year terms if agreed to in writing by both parties not less than ninety days prior
to the expiration date. The contract was renewed in May 1994, with an expiration date of July
31, 1995. BFI has indicated a desire to renew the contract for another year, with a three percent
rate increase. This rate increase must be passed on to customers and will be placed on a Trustee
agenda prior to the beginning of the new contract. Mr Burris moved, seconded by Ms
Barnhouse, to approve the extension of a refuse contract with BFI.
