wastewater collections division. Contract documents were mailed to fifteen vendors on April
12, 1995 and advertisement was placed in The Owasso Reporter. Bids were opened on May 4,
1995, with four vendors submitting bids. All four bids were more than the budgeted amount,
but two of them were actually less than the minimum bid listed on the State Bid List. The low
bidder was Don Thornton Ford of Tulsa at a bid price of $15,068.81, or $68.81 more than the

ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
PROPOSAL FOR ENGINEERING DESIGN SERVICES FOR THE
WASTEWATER TREATMENT PLAN IMPROVEMENTS.
Mr Carr said that the current average daily flow at the wastewater treatment plant is approaching
the original design capacity, and that an amendment to the Facilities Plan was completed in order
to obtain funding through the State Revolving Fund loan program to include the needed
modifications. A low interest loan was secured from the Oklahoma Water Resources Board for
improvements to the plant. Approval of the loan required selection of an engineering firm for
the design of the improvements. A request for qualification statements was made to engineering
firms capable of providing the design services, bidding and construction administration.
Responses were rated and the top three asked to provide a scope of services. FHC Inc was
selected as the top ranked firm and a fee proposal was obtained from them. The agreement is
divided into three phases: Preliminary Design - $84,400; Final Design - $64,400; and Bidding -
$9,000; for a total lump sum of $157,800. It is anticipated that the project will take 315
calendar days from the beginning of the preliminary design through the bidding phase. Mr
