HomeMy WebLinkAbout1995.05.16_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY MINUTES OF REGULAR MEETING Tuesday, May 16, 1995 The Owasso Public Works Authority met in regular session on Tuesday, May 16, 1995 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, May 12, 1995. ITEM 1: CALL TO ORDER Chairman Burris called the meeting to order at 9:25 p.m. ITEM 2: INVOCATION The invocation was given during the City Council meeting preceding this meeting. ITEM 3: FLAG SALUTE The flag salute was held during the City Council meeting preceding this meeting. ITEM 4: ROLL CALL PRESENT Charles Burris, Chairperson Danny Ewing, Vice Chairperson Mary Lou Barnhouse, Trustee Joe Ramey, Trustee STAFF Rodney J Ray, City Manager Ronald D Cates, Authority Attorney Marcia Boutwell, Authority Secretary A quorum was declared present. ABSENT Jerry Duke, Trustee ITEM 5: REQUEST APPROVAL OF THE MINUTES OF APRIL 18, 1995 REGULAR MEETING AND MAY 2, 1995 REGULAR MEETING. Mr Ramey moved to approve the minutes as written, by reference hereto; seconded by Chairman Burris. AYE: Ramey, Burris, Barnhouse, Ewing NAY: None Motion carried 4-0. Owasso Public Works Authority May 16, 1995 ITEM 6: REQUEST APPROVAL OF CLAIMS Ms Barnhouse moved, seconded by Mr Ramey, to approve the following claims as submitted: (1) OPWA Fund $87,555.60; (2) OPWA Capital Improvement Fund $585.00; (3) Payroll $25,190.29. AYE: Barnhouse, Ramey, Ewing, Burris NAY: None Motion carried 4-0. ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST TO AWARD A CONTRACT FOR THE PURCHASE OF ONE THREE-QUARTER TON PICKUP FOR THE WASTEWATER DIVISION. Mr Carr presented this item, stating that the FY 1994-95 wastewater division budget includes funds for the purchase of a new vehicle to be utilized as the primary transportation unit of the wastewater collections division. Contract documents were mailed to fifteen vendors on April 12, 1995 and advertisement was placed in The Owasso Reporter. Bids were opened on May 4, 1995, with four vendors submitting bids. All four bids were more than the budgeted amount, but two of them were actually less than the minimum bid listed on the State Bid List. The low bidder was Don Thornton Ford of Tulsa at a bid price of $15,068.81, or $68.81 more than the budgeted amount. Mr Ewing moved, seconded by Ms Barnhouse, to approve the purchase of a 1995 Ford F-250 3/4-ton pickup from Don Thornton Ford in the amount of $15,068.81. AYE: Ewing, Barnhouse, Ramey, Burris NAY: None Motion carried 4-0. ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A PROPOSAL FOR ENGINEERING DESIGN SERVICES FOR THE WASTEWATER TREATMENT PLAN IMPROVEMENTS. Mr Carr said that the current average daily flow at the wastewater treatment plant is approaching the original design capacity, and that an amendment to the Facilities Plan was completed in order to obtain funding through the State Revolving Fund loan program to include the needed modifications. A low interest loan was secured from the Oklahoma Water Resources Board for improvements to the plant. Approval of the loan required selection of an engineering firm for the design of the improvements. A request for qualification statements was made to engineering firms capable of providing the design services, bidding and construction administration. Responses were rated and the top three asked to provide a scope of services. FHC Inc was selected as the top ranked firm and a fee proposal was obtained from them. The agreement is divided into three phases: Preliminary Design - $84,400; Final Design - $64,400; and Bidding - $9,000; for a total lump sum of $157,800. It is anticipated that the project will take 315 calendar days from the beginning of the preliminary design through the bidding phase. Mr 2 Owasso Public Works Authority May 16, 1995 Ramey moved, seconded by Chairman Burris, to approve an agreement with FHC Inc for the preliminary design, final design, and bidding phases for the wastewater treatment plant, in the amount of $157, 800. AYE: Ramey, Burris, Barnhouse, Ewing NAY: None Motion carried 4-0. ITEM 9: REPORT FROM OPWA MANAGER Mr Ray commented about the scope and importance of the wastewater treatment plant improvements. He introduced Doug Groves, who began work this week as an Engineering Technician. ITEM 10: REPORT FROM OPWA ATTORNEY No report. ITEM 11: UNFINISHED BUSINESS None. ITEM 12: NEW BUSINESS Mr Ray said that Mr Carr now has both Class A Sewer and Class A Water certification. Chairman Burris commended Mr Carr for obtaining the certifications. ITEM 13: ADJOURNMENT Mr Ramey moved, seconded by Ms Barnhouse, to adjourn.
