MINUTES OF REGULAR MEETING
Tuesday, February 20, 1996
The Owasso Public Works Authority met in regular session on Tuesday, February 20, 1996 in
the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, February 16, 1996.
ITEM 1: CALL TO ORDER
Chairman Burris called the meeting to order at 7:37 p.m.
ITEM 2: INVOCATION
The invocation was given during the City Council meeting preceding this meeting.
ITEM 3: FLAG SALUTE
The flag salute was held during the City Council meeting.

Mr Helm moved to approve the minutes as written, by reference hereto; seconded by
Mr Ramey.

ITEM 6: REQUEST APPROVAL OF CLAIMS
Ms Barnhouse moved, seconded by Chairman Burris, to approve the following claims as
submitted: (1) OPWA Fund $93,764.67; (2) OPWA Capital Improvement Fund $28,543.95;
(3) Payroll $24,214.96.

ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR FINAL ACCEPTANCE OF WORK PERFORMED UNDER
CONTRACT I. PHASES I & II FOR MANHOLE AND SEWER LINE
REPLACEMENT. BETWEEN THE CITY OF OWASSO/OWASSO PUBLIC
WORKS AUTHORITY AND T-G EXCAVATING INC AND
AUTHORIZATION FOR FINAL PAYMENT AND RELEASE OF
RETAINAGE TO THE CONTRACTOR
On April 18, 1995, T-G Excavating was awarded one of the four contracts for the manhole and
sewer line replacement project. This contract consisted of 12,415 feet of pipe bursting (pulling
a bursting head and new plastic pipe through an existing clay tile sewer line). The Notice to
Proceed was issued on May 31, 1995, with a 180-day completion date of November 27, 1995.
Although the work was completed on December 1, 1995, the contractor has been completing
punch list items since that time. All items on the list have been completed. Mr Ramey moved,
seconded by Mr Ewing to accept the work performed under this contract, release the retainage,
and authorize a final payment to T-G Excavating Inc in the amount of $48,267.45.

ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE
AWARD OF A CONTRACT FOR ULTRAVIOLET DISINFECTION
REPLACEMENT LAMPS.
The Ultraviolet Disinfection Lamps used at the Wastewater Treatment Facility to control harmful
pathogen bacteria organisms in the discharge to the receiving stream have a life expectancy of
approximately 7500 hours. The lamps must be replaced on a yearly basis and are scheduled for
that replacement as a part of the continuing maintenance program. Sealed bids were received
from two vendors, both meeting the specifications. The low bidder has supplied the lamps since
the initial installation. Chairman Burris moved, seconded by Mr Ramey, to award a contract

for 168 ultraviolet disinfection replacement lamps to Infilco Degremont Inc in the amount of
$3150, and authorization for payment.

ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE
AWARD OF A CONTRACT FOR THE BULK PURCHASE OF LOW
DENSITY POLYETHYLENE YARD/LAWN WASTE BAGS.
In the spring of 1992, the city of Owasso began selling plastic yardwaste bags to be utilized in
the mandatory yardwaste separation program. The last bags were purchased by the city in April
1995 in a lot of 20,000. Approximately 7000 bags remain on hand, which is not sufficient to
complete the 1996 collection season. Specifications for the collection bags were sent to ten
vendors, with sealed bids being received from two vendors. Mr Ramey moved, seconded by
Chairman Burris, to approve the purchase of 20,000 bags from Dyna-Pak Corporation of
Lawrenceburg, TN in the amount of $2562.56, and authorization for payment.
