HomeMy WebLinkAbout1996.07.16_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY MINUTES OF REGULAR MEETING Tuesday, July 16, 1996 The Owasso Public Works Authority met in regular session on Tuesday, July 16, 1996 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, July 12, 1996. ITEM 1: CALL TO ORDER Chairman Ewing called the meeting to order at 7:40 p.m. ITEM 4: ROLL CALL PRESENT Danny Ewing, Chairperson Mary Lou Barnhouse, Trustee Michael Helm, Trustee Tracy Standridge, Trustee STAFF Rodney J Ray, City Manager Ronald D Cates, Authority Attorney Marcia Boutwell, Authority Secretary A quorum was declared present. ABSENT Joe Ramey, Vice Chairperson ITEM 3: REQUEST APPROVAL OF THE MINUTES OF JULY 2. 1996 REGULAR MEETING. Mr Helm moved to approve the minutes as written, by reference hereto; seconded by Mr Standridge. AYE: Helm, Standridge, Barnhouse, Ewing NAY: None Motion carried 4-0. ITEM 4: REQUEST APPROVAL OF CLAIMS Mr Standridge moved, seconded by Ms Barnhouse, to approve the following claims as submitted: (1) OPWA Fund $180,988.34; (2) OPWA Capital Improvement Fund $23,735.94; (3) Payroll $26,466.23. July 16, 1996 ITEM 5: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR A CHANGE ORDER TO A CONTRACT WITH LANDCO CONSTRUCTION CO LLC PROVIDING FOR AN INCREASE IN THE CONTRACT IN THE AMOUNT OF $1212 12 FOR THE PURPOSE OF INSTALLING TWO CHECK VALVES Mr Carr said that a construction contract for the Water Booster Pump Station was awarded to Landco Construction Co on March 5, 1996. Two check valves were included in the original design. Those check valves were eliminated at the pre -bid meeting. It was later determined that check valves are necessary to properly maintain the flow of water to customers during times when higher pressure is needed for other reasons (firefighting). The City Manager authorized a change to the bid documents to install check valves. This was done so that work on the pump station could continue and would not have to wait until a Change Order was approved by the Authority. Chairman Ewing moved, seconded by Mr Standridge, to approve Change Order # 1 to the Water Booster Pump Station contract with Landco Construction Co LLC, for the installation of check valves in the amount of $1212.00. AYE: Ewing, Standridge, Barnhouse NAY: Helm Motion carried 3-1. ITEM 6: REPORT FROM OPWA MANAGER No report. ITEM 7: REPORT FROM OPWA ATTORNEY No report. ITEM 8: UNFINISHED BUSINESS Mr Helm referred to the bids that are out for the privatization of refuse pickup and asked if the privatization would eliminate maintenance costs. Mr Carr said that, if refuse pickup is privatized, the vendor will supply polycarts and be responsible for maintenance. 7 Owasso Public Works Authority ITEM 9: NEW BUSINESS None. ITEM 10: ADJOURNMENT Mr Helm moved, seconded by Mr Standridge, to adjourn.
