MINUTES OF SPECIAL MEETING
Thursday, July 25, 1997
The Owasso Public Works Authority met in special session on Thursday, July 25, 1996 in
the Conference Room at the Owasso City Hall per the Notice of Public Meeting and Agenda
posted on the City Hall bulletin Board at 5:00 p.m. on Tuesday, July 23, 1996.
ITEM 1: CALL TO ORDER
Chairman Ewing called the meeting to order at 6:49 p.m.

A quorum was declared present.
ITEM 3: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE
AWARD OF A CONTRACT FOR THE PRIVATIZATION OF ALL
RESIDENTIAL REFUSE COLLECTION.
Mr Carr presented the report. Staff was authorized by the Trustees on June 18, 1996 to
perform an evaluation of providing residential refuse collection services. At the same time,
authorization was given to solicit bids for contracting residential refuse collection and
disposal services to a private vendor. Bids were received from four (4) companies, and
opened by the City Clerk on July 18, 1996. An evaluation of the bids determined that it is
more cost effective for city personnel to continue providing residential refuse service. A
new refuse collection vehicle will be added to the fleet during fiscal 1996-97. Bids have
already been received for that vehicle. Staff recommended actions to be taken by the
Trustees, two under this agenda item and one under item 4. Ms Barnhouse moved to reject
all base bids relating to the privatization of residential refuse collection, and to begin the
process to authorize an additional person to be added to the FY 1996-97 budget for the
Refuse Collection Division of the Public Works Department. Motion seconded by Mr
Ramey.

ITEM 4: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE
AWARD OF A CONTRACT FOR THE PURCHASE OF A REFUSE
COLLECTION VEHICLE BY THE PUBLIC WOKS DEPARTMENT: AND
AUTHORIZATION FOR PAYMENT.
This item was presented by Mr Carr. Eight bids were received from six prospective vendors
for a new refuse collection vehicle. Bids were opened on May 2, 1996. All bidders agreed
that their bid would be effective until August 2nd to allow staff time to evaluate privatized
residential collection service. That possibility was discussed under item 3, with all bids for
the privatization of residential refuse collection service being rejected as not cost effective.
There was discussion concerning the possible impact to residential streets with the continued
use of refuse vehicles. The Trustees reviewed comments from references presented by
Mr Helm. Mr Ramey moved, seconded by Chairman Ewing, to award a contract to Waste
Research Inc of Chouteau, Oklahoma for the purchase of one refuse collection vehicle in the
amount of $105,416.53 and authorization for payment.

Motion carried 4-0.
Mr Helm requested that the minutes reflect direction given to staff to review privatization of
residential refuse collection annually.
