The Owasso Public Works Authority met in special session Tuesday evening, December 11,
1973 at 7:00 P.M. with Chairman Ross presiding.
PRESENT: Joe Ross Chairman Marcia G. Riggs City Clerk
Myers Vice Chairman W. W. VanDall City Attorney
Jerry Dean Large Secretary John Edelman City Engineer
Noble C. Campbell City Manager Cline Mansur City E/A
ABSENT: Robert K. Ball Trustee (For additional guests, see attached sheet)

Upon request from Chairman Ross, Mr. Campbell opened the following bids for the fixtures
on the athletic building:
Cooper Supply Company $2,574.53
Crane Supply Company $2,338.70
Heat Wave Supply, Inc. $2,695.58
On a motion by Mr. Large and a second by Mr. Myers the Authority recommended that Herb
Tyler compile the bids and contact the low bidder and the Trustees by telephone Friday,
December 14, 1973. Ayes: Ross, Myers, Large.
Chairman Ross opened the following bids relating to the water department:
Cooper Supply Company $2,545.41
Southwest Meter and Supply $2,417.08
Pioneer Supply Company $2,144.97
Water Products Sales, Inc. 978.59
The Rohan Company $2,396.41
On a motion by Mr. Large and a second by Mr. Myers the Authority recommended that Mr.
Tyler compile these bids and notify the low bidder and Trustees by telephone Friday,
December 13, 1973. Ayes: Ross, Myers, Large.
City Attorney 11. W. VanDall presented a contract between OPWA, WS&W Inc., and Brookwood
Apartments, a limited partnership, wherein the Developers agreed that they will place in
an escrow account the sum of $36,000.00 for materials to develop the 86th Street North
Interceptor Sewer (see Minutes of previous meeting and Contract dated December 11, 1973).
Brookwood Apartments will place in escrow with First Bank of Owasso a Letter of Credit
in the sum of $16,000.00 as per Letter of Agreement. WS&W will place $20,000.00 cash
in this account. Should materials exceed the $36,000.00 supplied by the Developers,
the Owasso Public Works Authority will absorb the overage. Should materials cost less
than the $36,000.00, the remaining funds will be placed in the OR,1A Fund, free and clear
of any and all claims of the Developers. Mr. Large moved and Mr. Myers seconded to approve
Cthe above contract upon the contingency that WS&W Development, Inc. execute the contract
and comply with the terms thereof. Ayes: Ross, Myers, Large. OPWA trustees and Chairman
executed the contract.
Mr. Campbell read a Letter of Agreement from Brookwood Apartments wherein WS&W and Brook-
wood Apartments agreed to escrow funds at First Bank of Owasso and the OPWA agreed to
construct the Interceptor in accordance with the plans and specifications of Mansur-Daubert
Williams, Inc. (Contract on file). Mr. Large moved that OPWA approve and execute the Letter
of Agreement as written. Mr. Myers seconded the motion. Ayes: Ross, Myers, Large. The
Contract was executed by Joe Ross as Chairman of the Board of Trustees. Mr. Myers and Mr.
Large executed the Contract as Vice -Chairman and Secretary, respectively.

Bids were opened and read by Chairman Ross with regards to the OPWA-Tulsa Water Line
Extension. Bids received and the amounts bid were as follows:

Mr. urge moved and Mr. Myers seconded a motion that Mansur-Daubert-Williams should
review, tabulate and make recommendations to the Authority on the above bids. Ayes:
Ross, Myers, Large.
At 7:35 P.M. Mr. Large moved that we adjourn. Mr. Myers seconded the motion. Ayes:
Ross, Myers, Large.
