HomeMy WebLinkAbout1974.02.05_OPWA MinutesFEBRUARY 59 1974 The Owasso Public Works Authority met in regular session Tuesday evening, February 5, 19749 at 9:01 P.M. with Chairman Ross presiding. PRESENT: Joe Ross Chairman John Edelman City Engineer Jerry Myers Vice Chairman Marcia G. Riggs City Clerk Dean Large Trustee Josephine Downey Deputy Clerk V. D. Duncan Trustee Ralph Schafer Owasso Reporter Noble Campbell City Manager D. M. Sokolosky Developer ABSENT: Robert Ball Trustee Mr. Large moved to approve the minutes of the previous meeting as presented. Mr. Duncan seconded. Ayes: Ross, Myers, Large Duncan. Mr. Campbell presented a contract between Owasso Public Works Authority and J. H. Tyler. Mr. Tyler's duties include inspecting the Owasso —Tulsa water line for Owasso and presenting reports, periodically. Owasso Public Works Authority will pay Mr. Tyler $700.00 per month and provide him with a City car during the tenure of this project. The effective date of the contract is February 17 1974 and will continue in force until the construction is completed. Mr. Large so moved. Mr. Duncan seconded the motion. Ayes: Ross, Myers, Large, Duncan. Chairman Ross asked Mr. Campbell for a report on the water and sewer lines construction. Mr. Campbell related that they are both progressing well. The feasibility of engineering studies in the Elm Creek area development sewer line was discussed. Mr. Campbell suggested that each individual developer present to the City a letter of agreement stating that each developer will assume his share of the engineering fees. This letter will guarantee that should a developer or developers decide to drop his/their interest in the project, these developer/developers will pay their share of engineering fees up to and including the date such developer/developers decide to discon— tinue his their interest therein and notify the City of Owasso by letter of this intent. The discontinuation of one or more developer/developers will not exclude the remaining developer/developers from continuing his/their respective share of future engineering fees, however, developers advising the City of their decision not to continue with the project will make null and void any additional engineering fees on their part from the date of notification by such disinterested parties. Mr. Campbell advised the Authority that our bondsman was interested in the above project and as soon as Mr. Edelman can supply a cost estimate, Mr. Campbell will submit same to the bonding company. A letter from Mansur—Daubert Williams,Inc. was read. The letter was an authorization for the feasibility study of sewer service in the Elm Creek area. Mr. Myers moved that the firm be authorized to survey the Elm Creek Area. Mr. Duncan seconded the motion. Ayes: Ross, Myers, Large, Duncan. Chairman Ross suggested that a letter be written Owasso Public Schools advising the superintendent of the proposed work in that area. Mr. Large moved and Mr. Myers seconded the motion that the expenditures be approved as presented. Ayes: Ross, Myers, Large Duncan. The Chairman asked that the expenditures be broken down into departments. A request for a new easement in return for Release of two (2) old easements crossing the Waugh property was presented to the Authority. This new easement was given in return for the exchange of the old easements and is in conjunction with the laying of the Owasso — Tulsa flow line. Upon a motion by Mr. Duncan and a second by Mr. Myers approval of the easement exchange was obtained. Ayes: Ross, Myers, Large, Duncan.
