Josephine Downey Deputy Clerk On a motion by Mr. Williams and a second by Mr. Spencer the minutes of the January 6, meeting were approved. Ayes: Holt, Williams, Spencer, Duncan, Joplin. The contract between the Owasso Public Works Authority and Rural Water Dist. #3, Rogers County was ratified on a motion by Mr Duncan and a second by Mr. Williams. Ayes: Holt, Williams, Spencer, Duncan, Joplin. On a motion by Mr. Joplin and a second by Mr. Williams the claims were approved as presented. Ayes: Holt, Williams, Spencer, Duncan, Joplin. Mr. Bud Williams asked the Authority's feeling on adapting an excess capacity ordinance. He stated the Developers of Three Lakes Development were interested in seeing this ordinance passed and he felt it would benefit the Authority in the future. The Authority gave approval for continued study on this matter by Mr. Williams. Mr. Williams stated a rate study for increasing water and sewer rates needed to be done to determine how much of an increase would be necessary to help the financial problems the City is now experiencing. He stated he had received two bids for the study: $2,500.00 from Fell-Brusso-Bruton-Knowles& Courtright, Inc., $29000.00 *6m Mansur-Daubert-Williams, Inc. On a motion by Mr. Duncan and a second by Mr. Williams the rate study from Mansur-Daubert-Williams, Inc. as low bidder was approved.
