HomeMy WebLinkAbout1978.04.04_OPWA MinutesThe governing board of the Owasso Public Works Authority met in regular session immediately following the City Council meeting, in Council Chambers, on April 4, 1978, and a copy of the Notice of Public Meeting and Agenda is attached hereto and made a part of these minutes. Present: Bill Williarrs, Chairman Don Thompson, Member Robbie Fickle, Member Absent: Boyd Spencer, Member Tom "laines, City Manager Pat Christensen, Secretary Chairman Williams called the meeting to order at 10:00 P.M., and administering the Oath of Office and Acceptance of Trust for Mr. Crimes was passed until a later meeting, since Mr. Crimes was unable to present. The Consent Agenda was voided since minutes of the last meeting were unavailable. Payment of checks as submitted, the list of which is attached hereto and made a part of these minutes, was approved on a motion by Mrs. Fickle, seconded by Mr. Thompson. Ayes - Messrs. Thompson, Williams and Mrs. Fickle. The bid from Water Products Co. of Okla. for water meters and fittings for the 2nd Quarter (4/1 thru 6/30) of 1978 was accepted per a motion by Mr. Thompson, and a second by Mr. Williams. A copy of the bid tabulation as prepared by the City Attorney and City Manager is attached to and made a part of these minutes, indicating Water Products Co. of Okla, as the overall low bidder. Ayes - Messrs. Thompson, Williams, and Mrs. Fickle. On a request by the contractor for Oklahoma Baptist Village 98 unit apartment complex for special handling of water taps and inspection fees, the Board decided that they would set no precedents for "special" consideration, and the matter would be handled in the usual way. It was also recommended to Mr. McGill, Public Works Superintendent, that on the 3" tap an alloy or anode should be used in preference over galvanized pipe. The Board directed that Mr. Charney, Attorney, prepare a letter on their behalf to acknowledge existance of a prepaid water tap which had not yet been installed for a Mrs. Anna Hiemiller on 140th E. Ave, immediately South of 76th St. North, on the basis of a statement from Mr. McGill that the tap had not been installed and the presentation of a receipt for the tap from 1970, made out to Mrs. Hiemiller by the O.U.A. Mr. Thompson added that he felt a need to establish a policy of some sort to limit the time in which a prepaid tap could remain outstanding, creating a problem of researching and verifying, and the possibility of overextending the line capabilities with excessive taps. O PW A m tg . 4/4/78 Page #2 Due to the weather this winter, it was necessary to estimate water bills for January and February, which meant that a few large leaks went unnoticed for this period. Mrs. Allsup and Mr. Baines requested permission to allow an adjustment on the water bills in these instances as a gesture of the City's good will and to prevent working an undue hardship on the customer. The Board agreed to this, and directed Mr. Baines to handle the adjustments, at his discretion. Mr. Thompson and Mrs. Fickle suggested that perhaps hiring a part time meter reader wo uld also alleviate some of the problems being encountered in this area. There being no further business before this Board, Mrs. Fickle motioned for ad- journment at 10:45 P.M., seconded by Mr. Thompson. Ayes - Messrs. Thompson, Williams and Mrs. Fickle. CHAIRMAN SECRETARY
