HomeMy WebLinkAbout1979.11.06_OPWA MinutesThe Owasso Public Works Authority met in regular session on Tuesday, November 6, 1979, in Council Chambers at City Hall, per a Notice of Public Meeting and Agenda posted on City Hall bulletin board at 4:00 PM on November 2, 1979, and by reference made a part hereof. Present: Boyd Spencer, Chairman Robbie Fickle, Vice Chairman Don Thompson, Trustee Robert Wrestler, Trustee Al Lambert, Trustee Harold Charney, City Attorney Ken Kite, City Treasurer Merrilyn Merchant, Recording Secretary Absent: Wauhilleau Webb, Acting City Manager The meeting was called to order at 9:40 PM with Chairman Spencer presiding. ITEM 1 - APPROVE CONSENT AGENDA ITEMS Item 3 was pulled from the Consent Agenda for discussion. Motion was made by Robbie Fickle, seconded by Robert Wrestler to approve Items one and two on the Consent Agenda, as follows, as published in the Owasso Reporter on November 2, 1979, and by reference made a part hereof: 1. Approve Minutes of October 16, 1979 Meeting 2. Approve Warrants for Payment. Ayes - Messrs Spencer, Thompson, Wrestler, Lambert, Mrs. Fickle. Nays - None Motion carried. Mrs. Fickle indicated she did not advocate approving Item 3 on the Consent Agenda, Acceptance of State Health Department Sewer Permit for Rio Vista, when it has been ruled that this is an infringement on Rural Water District No. 3, Washington County. It was pointed out that this was a sewer permit only, and had nothing to do with the water. Motion was made by Al Lambert, seconded by Don Thompson, to approve Item three on the Consent Agenda, Acceptance of State Health Department Sewer Permit No. SL-79-404 for Rio Vista, as published in the Owasso Reporter on November 2, 1979, and by reference made a part hereof. 0 Ayes - Messrs Spencer, Thompson, Wrestler, Lambert. Nays - Mrs. Fickle. Motion carried Owasso Public Works Authority November 6, 1979 Page Two ITEM 2 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT Motion was made by Robbie Fickle, seconded by Robert Wrestler, to approve additional warrants for payment, and by reference made a part hereof. Ayes - Messrs Spencer, Thompson, Wrestler, Lambert, Mrs. Fickle, with Mrs. Fickle abstaining on warrants 230, 231, 269-271, 279, 280, 284-291. Nays - None Motion carried. ITEM 3 - DISCUSSION OF RURAL WATER RATES BY MRS. RONALD YOUNG Mr. and Mrs. Ronald Young appeared before the Council to inquire why the water rates for rural customers was much higher than for those inside the City limits. They live near 76th Street North on 117th Street, east of the City. They indicated they had never understood why they have to pay double water rates. Bill Williams told them it costs more to maintain the lines in rural areas and the rural customers do not have to pay taxes to help pay for the service. It was Mr. Young's understanding that Mr. Kornegay put in the 6" water line at his expense. Mr. Williams indicated this was true, that all developers did this. However, there was additional costs involved in upkeep and for the booster stations. Mrs. Young suggested it might be better to charge the rural customers more for the water taps and then let them have water at the same rate as customers within the city limits. The Young's also inquired into procedure for annex- ation into the City Limits.
