HomeMy WebLinkAbout1979.10.16_OPWA MinutesThe Owasso Public Works Authority met in regular session on Tuesday, October 16, 1979, in Council Chambers at City Hall, per a Notice of Public Meeting and Agenda posted on City Hall bulletin board at 4:30 PM on October 12, 1979, and by reference made a part hereof. Present: Boyd Spencer, Chairman Robbie Fickle, Vice Chairman Don Thompson, Trustee Robert Wrestler, Trustee Harold Charney, City Attorney Wauhilleau Webb, Acting City Manager Merrilyn Merchant, Recording Secretary Absent: Al Lambert, Trustee The meeting was called to order at 8:35 PM with Chairman Spencer presiding. ITEM 1 - APPROVE CONSENT AGENDA ITEMS Motion was made by Don Thompson, seconded by Robert Wrestler, to Approve Consent Agenda Items, as follows, as published in the Owasso Reporter on October 11, 1979, and by reference made a part hereof: 1. Approve Minutes of October 2, 1979. 2. Approve Warrants for Payment. Ayes - Messrs Spencer, Thompson, Wrestler, and Mrs. Fickle, with Mrs. Fickle abstaining on Warrant #212. Nays - None Motion carried. ITEM 2 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT ITEM 3 - RECEIVE AND FILE SEPTEMBER 1979 FINANCIAL STATEMENTS Motion was made by Don Thompson, seconded by Robert Wrestler, to Approve Additional Warrants for Payment, and to Receive and File September 1979 Financial Statements. Ayes - Messrs Spencer, Thompson, Wrestler, and Mrs. Fickle. Nays - None Motion carried. ITEM 4 - NEW BUSINESS Item Mayor Spencer indicated that 18 acres of land, located between the sewer lagoon and the apartment complex, south of City Hall, could be purchased by the City. He said he had a letter giving the price at $106,000.00 but he felt the City could obtain the property for less than that amount, at a low rate of interest. Owasso Public Works Authority October 16, 1979 Page Two Mayor Spencer indicated that 10 acres in this parcel was above the flood plain and 8 acres was in the flood plain. The property is owned by Guy Reed. Mr. Wrestler suggested that the Engineers and Ken Kite be included in a meeting with Mr. Anderson of the Mercantile Bank, to see if financing could be worked out. Mrs. Webb was instructed to inform Mr. Kite of the meeting so he would be prepared with the financial needs at the meeting. Mr. Bill Williams indicated that this land would be ideal for use in expanding the sewer lagoons, which was a possibility we might be facing in the future with the new EPA regulations.
