HomeMy WebLinkAbout1979.09.18_OPWA MinutesThe Owasso Public Works Authority met in regular session on Tuesday, September 18, 1979, in Council Chambers at City Hall, per a Notice of Public Meeting and Agenda posted on City Hall Bulletin Board at 4:00 PM on September 14, 1979, and by refer- ence made a part hereof. Present: Boyd Spencer, Chairman Robbie Fickle, Vice Chairman Don Thompson, Trustee Robert Wrestler, Trustee Al Lambert, Trustee Harold Charney, City Attorney Wauhilleau Webb, Acting City Manager Merrilyn Merchant, Recording Secretary Absent: None The meeting was called to order at 8:55 PM with Chairman Spencer presiding. ITEM 1 - APPROVE CONSENT AGENDA ITEMS Motion was made by Don Thompson, seconded by Robert Wrestler, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on September 13, 1979, and by reference made a part hereof: 1. Approve Minutes of September 4, 1979. 2. Approve Warrants for Payment. Ayes - Messrs Spencer, Thompson, Wrestler, Lambert, and Mrs. Fickle Nays - None. Motion passed. ITEM 2 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT Motion was made by Don Thompson, seconded by Al Lambert, to approve additional warrants for payment, and by reference made a part hereof. Ayes - Messrs Spencer, Thompson, Wrestler, Lambert, and Mrs. Fickle. Nays - None. Motion passed. ITEM 3 - ACCEPTANCE OF AUGUST 1979 FINANCIAL STATEMENTS Don Thompson asked Ken Kite about expenditures against the water and Ken explained that this was for water used only. He also explained that we were billed one month behind the actual use of the water. Don Thompson asked if maybe our revenue coming into the city was enough to pay for water purchased and it was pointed out that the city was not actually using as much water as was indicated, because of the major water breaks that have occurred. Owasso Public Works Authority September 18, 1979 Page Two Bill Williams indicated that he was trying to get information on water con- sumption so we could accurately predict water usage in relation to water paid for. This would need to be done by metering all water used. Mr. Williams also indicated that Owasso had the lowest sewer rates of any city anywhere. Mr. Spencer replied that those rates would have to be adjusted when the EPA gave their guidelines. Robbie Fickle requested Ken Kite get the actual amount consumed and actual amount going through the master meter. Ken indicated that with the computor we would be able to get how many actual gallons were billed to the customers each month and we would be able to determine how much unmetered water was being used or lost. Bill Williams indicated that Rogers County was using some water through our meter and he did not think this amount was being deducted from our water billing. He indicated he would check this out to see if we are getting credit for the water. Motion was made by Robert Wrestler, seconded by Al Lambert, to accept the August 1979 Financial Statements. Ayes - Messrs Spencer, Thompson, Wrestler, Lambert, and Mrs. Fickle. Nays - None. Motion passed. ITEM 4 - NEW BUSINESS None Being no further business before the Owasso Public Works Authority, Chair adjourned at 9:10 PM. Chairman Recording Secretary
