HomeMy WebLinkAbout1979.08.07_OPWA MinutesThe Owasso Public Works Authority met in regular session on Tues- day, August 7, 1979, in Council Chambers at City Hall, per Notice of Public Meeting and Agenda posted on City Hall Bulletin Board at 4:20 PM on August 6, 1979, and by reference made a part hereof. Present: Boyd Spencer, Chairman Don Thompson, Trustee Robert Wrestler, Trustee Al Lambert, Trustee Harold Charney, City Attorney Wayne Meyer, City Manager Wauhilleau Webb, City Clerk Absent: Robbie Fickle, Vice Mayor The meeting was called to order at 10:15 PM with Chairman Spencer presiding. Motion was made by Robert Wrestler, seconded by Al Lambert, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on August 2, 1979, and by reference made a part hereof: I. Approve Minutes of July 17, 1979, Regular Meeting. 2. Approve Minutes of July 23, 1979, Emergency Meeting. 3. Approve Warrants for Payment. Ayes - Messrs. Spencer, Thompson, Wrestler, Lambert Nays - None Motion passed. Motion was made by Boyd Spencer, seconded by Robert Wrestler, to approve additional warrants for payment, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Wrestler, Lambert Nays - None Motion passed. In regard to quotes for lease purchase of a dump truck, Bill Williams recommended the low quote of $14,938.55 to Swinson Chevrolet for a single axle. Mr. Thompson questioned the single axle over the tandum and said he would hate to see -.us -,enter into an agreement and later find we need a tandum. Mr. Williams said we could surely use a tandum. Mr. Spencer commented that we could not use it to load asphalt. Motion was made by Don Thompson, seconded by Al Lambert, to enter into a lease/purchase agreement with Swinson Chevrolet, as low bidder, for a single axle dump truck in the amount of �ti,a ,'ST- Owasso Public Works Authority August 7, 1979 Page Two Ayes - Messrs. Spencer, Thompson, Wrestler, Lambert Nays - None Motion passed. Mr. Meyer recommended the low bid on a backhoe from Albert Equip- ment plus the optional equipment suggested on bid which would still make them the low bidder at $33,232.60. Motion was made by Robert Wrestler, seconded by Al Lambert, to approve lease/purchase for a JCB 3D backhoe from Albert Equip- ment, with optional equipment, for a total of $33,232.60, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Wrestler, Lambert Nays - None Motion passed. Mr. Wrestler questioned the need for contracting services to test our lagoon because EPA has yet to give us any guidelines. Mr. Meyer said we did have a need as the Health Department does not agree with our tests. We lack proper training and equipment for this highly technically skilled service and this company is the only man in this area approved by EPA to do this work and he can work with or without a contract and OPWA can contract inde- finitely. Mr. Lambert questioned what we do when the Health De- partment dto seeewhattweohaveedone forr whichethereeislno costeet with them t but additional time spent. Mr. Spencer said he did not know our lagoon was not checking out properly and why can astheequipment and hhman dnbetter wethan not have Mr. Williams said this efficient data. Mr. Strella, City Engineer, said it is good news and bad news with a contractor doing the tests. The good news is you have always got someone who is an expert so your results will be right. The bad news is he is the only one who will know what is going on and no one will have the responsibility for doing that and knowing what is going on. Mr. Strella suggested the alternative might be to make sure someone on staff or someone in town might want to enter into this and take an interest in what is going on and Williamsesaideherhadlaskeduch theaStatete six State offers. Mr. Meyer said this man does give advice free of charge to the cities he works with and will do the EPA reports for us. Motion was made by Don Thompson, seconded by Robert Wrestler, to approve a month to month contract with Aquaculture Industries Inc. for testing services on the OPWA lagoon system, with a thirty day notice, and by reference made a part hereof. Ayes - Messrs. Thompson, Wrestler, Lambert Nays - Mr. Spencer Motion passed. Motion was made by Don Thompson, seconded by Al Lambert, to ap- prove agreement with Atchison, Topeka and Santa Fe for Right of Way for 8" sewer line, which was reviewed by City Attorney and approved, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Wrestler, Lambert Nays - None Motion passed. Motion was made by Boyd Spencer, seconded by Robert Wrestler, to approve acceptance of Graceland Acres waterline, and by re- ference made a part hereof. Ayes - Messrs. Spencer, Thompson, Wrestler, Lambert Nays - None Motion passed.
