in Council Chambers at City Hall, per Notice of Public Meeting and Agenda,
posted on City Hall Bulletin Board at 4:30 PM on June 1, 1979, and by reference
made a part hereof.
Present: Boyd Spencer, Chairman
Don Thompson, Trustee
Robert Wrestler, Trustee
Albert Lambert, Trustee
Harold Charney, City Attorney
Wauhilleau Webb, Acting City Manager
Merrilyn Merchant, Deputy City Clerk
Absent: Robbie Fickle, Trustee
Wayne Meyer, City Manager
Meeting was called to order at 9:12 PM, with Chairman Spencer presiding.
Motion was made by Don Thompson, seconded by Bob Wrestler, to approve minutes
of May 15, 1979, regular meeting and May 22, 1979, special meeting.
Ayes - Messrs Spencer, Thompson, Wrestler, and Lambert.
Nays - None.
Motion carried.
Motion was made by Bob Wrestler, seconded by Don Thompson, to approve warrants
for payment.
Ayes - Messrs Spencer, Thompson, Wrestler, and Lambert.
Nays - None.
Motion carried.
OLD BUSINESS
Motion was made by Bob Wrestler, seconded by Don Thompson to approve easement
for line to Rio Vista Addition from Leo Edison.
Ayes - Messrs Spencer, Thompson, Wrestler, and Lambert.
Nays - None.
Motion carried.
® NEW BUSINESS
Don Thompson asked the Board if it was not time for them to direct the City
Engineer to begin some study on cost and development of sewer lagoon expansion,
that by the time we had this studied, planned and financed, it would be upon us.
Mr. George Strella of Mansur-Daubert-Williams, Inc. agreed that we might need
an update on requirements for Owasso, since the population is increasing much
faster than anticipated when the last study was made. It was his recommendation
that we hold off until the EPA and State finished their debate on requirements.

It is his opinion that we have plenty of land for enlargement later and we
should utilize what we have now. He further stated that our lagoon had
plenty of capacity now to handle 10,000 population. He did not feel we
should take any steps in a long range program until the State and EPA come
up with something definite. Don Thompson suggested we could enlarge our
present lagoon system by adding two more cells to the system. Mayor Spencer
questioned how we would fund the addition, to which Bill Williams answered
that Ed Wells and the bank would like to meet to discuss property in the area
of the sewer lagoon. Mr. Thompson pointed out that population projections
of Jack Gorzeman and the Engineers are conservative, based on the present
building permits being issued. Mr. Strella replied that we would have ample
time to implement and update the present system after we get guidelines from
EPA and State. Don Thompson asked how many cells we would need to get 20/30
standard and Mr. Strella replied that you can not measure this by cells, that
two more lagoons would help but would not carry. Bob Wrestler wanted to know
how many water taps were sold in advance that would be coming into the sewer
lagoon to which Bill Williams replied that most of the advance taps sold to
upgrade the lift station on the north end of town had been used, so there is
no possibility that there will be a large amount of sewer coming into our
lagoon system from these taps. Don Thompson expressed his view that in the
future some builder may get a large commercial tract together and put in the
sewer line to our treatment plant, and we must be able to handle this growth.
Mr. Strella suggested that we might want to do an update on our present study,
instead of a full blown study. He estimates that for 10,000 population, at
85% removal, we might have to put in additional treatment on the end of the
process to handle new requirements. He thought, just as a guess, that it would
take approximately 20 man hours ($800.00) to update the study on our sewer
capacity. Boyd Spencer voiced his opinion that he did not feel a study was
necessary expense at this time.
Bob Wrestler questioned the status of the street signs in Ator IV Addition.
Bill Williams informed him that the signs were shipped three weeks ago and
got lost in transit. They were reshipped and arrived Friday, but they did
not send the crossbars and tops.
Don Thompson suggested the City do something about issuing notices to city
owners to clean up vacant lots. Wauhilleau Webb replied that last year we
had some of this work done and billed the owners.
Bill Williams informed the Council that he had asked for, and received, an
additional 4500 gallon gas allocation per month.
Mr. Williams also reported that the hole had been dug for the gasoline tanks
and they will be in Thursday.
Al Lambert asked who was erecting the pole beside City Hall and Mr. Spencer
thought it was Public Service.

Being no further business before the Owasso Public Works Authority, Chair
adjourned at 9:48 PM.
