HomeMy WebLinkAbout1979.05.22_OPWA Minutes_Special• N] The Owasso Public Works Authority met in special session on Tuesday, May 1979, in Council Chambers at City Hall, per Notice of Public Meeting and Agenda posted on City Hall bulletin board at 5:00 PM on May 21, 1979, and reference made a part of. Present: Boyd Spencer, Chairman Robbie Fickle, Vice Chairman Al Lambert, Trustee Robert Wrestler, Trustee Don Thompson, Trustee Harold Charney, City Attorney Wayne Meyer, City Manager Merrilyn Merchant, Recording Secretary Absent: None 22, by The meeting was called to order at 8:10 PM with Chairman Spencer presiding. City Manager, Wayne Meyer, presented bids for dismantling the old water tower. He commented on the low bid from Tuloma it would be our job to salvage and remove the old tower from the property. The price on salvage is thought to be around $20 to $25 per ton at present. Bill Williams stated the City could use the beams from the old water tower for a bridge across the channel in Rayola Park. Mr. Charney recommended talking to Vo-Tech about students possibly building the bridge. Motion was made by Don Thompson, seconded by Al Lambert, to accept the low bid on dismantling the old water tower, subject to approval of contract by the City Attorney, and award same to Tuloma, Inc. Industrial Contractors, in the amount of $7,280.00, and by reference made a part hereof. Ayes - Messrs Spencer, Lambert, Wrestler, Thompson, Mrs. Fickle. Nays - None. Motion carried. City Manager, Wayne Meyer, presented bids for installing security fence around the gasoline storage tanks. Mr. Williams recommended heavier gauge fence be installed around this area due to being more sturdy, if money would permit purchase of the heavier gauge. Motion was made by Bob Wrestler, seconded by Robbie Fickle, to accept low bid for 9-1/2 gauge fence, and award same to A-1 Fence Company of Owasso, in the amount of $2,839.06, and by reference made a part hereof. Ayes - Messrs Spencer, Lambert, Wrestler, Thompson, Mrs. Fickle. Nays - None. Motion carried. Since Mayor Spencer and Vice Mayor Fickle were unable to attend a meeting with Commissioner Young, the report on implementing the 24" water main from Tulsa to 76th and Mingo was continued to a later date, to be announced later. Owasso Public Works Authority May 22, 1979 Page Two The date for the meeting with area water users was set for May 31, pending discussion with Skiatook to see if they can be present. This meeting is to be scheduled for 7:00 in the Community Center in Owasso. If May 31 is not agreeable, will try for June 7, 1.979, with anyone being able to attend as observers. In regard to obtaining site and additional land adjacent to site for future • expansion of City facilities, Bill Williams reported Ed Wells and the local banker, First Bank of Owasso, were unable to attend the Board meeting to discuss this property. This area is 10 acres to the east and south of the present City Hall and according to Mr. Williams, Mr. Wells has indicated that he will sell the property to the City and allow the City to pay it out. Mr. Charney advised the Board we would need to look into purchase options from a legal standpoint. This item was continued to a later date. Mr. Williams was asked about the property on 96th street, and he advised Lyn Burrows has indicated there would be no problem in obtaining this site. However, they were told the City would lay a 12" water line, which the Board feels the City never agreed to do. Lyn Burrows will come to future meeting to explain this property situation.
