HomeMy WebLinkAbout1979.05.15_OPWA MinutesThe Owasso Public Works Authority met in regular session on Tues- day, May 15, 1979, in Council Chambers at City Hall, per Notice of Public Meeting and Agenda posted on City Hall Bulletin Board at 4:30 PM on May 14, 1979, and by reference made a part hereof. Present: Robbie Fickle, Vice Chairman Don Thompson, Trustee Robert Wrestler, Trustee Al Lambert, Trustee Harold Charney, City Attorney Wayne Meyer, City Manager Wauhilleau Webb, Recording Secretary Absent: Boyd Spencer, Chairman The meeting was called to order at 8:36 PM, with Vice Chairman Fickle presiding. Motion was made by Robert Wrestler, seconded by Don Thompson, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on May 10, 1979, and by reference made a part hereof: 1. Approve Minutes of May 1, 1979, Regular Meeting. 2. Approve Warrants for Payment. 3. Approve Transfer of $24,500 to General Fund. Ayes - Messrs. Thompson, Wrestler, Lambert, Mrs. Fickle Nays - None Motion was made by Don Thompson, seconded by Robert Wrestler, to approve additional warrants for payment, and by reference made a part hereof. Ayes - Messrs. Thompson, Wrestler, Lambert, Mrs. Fickle Nays - None Motion was made by Robert Wrestler, seconded by Don Thompson, to declare an emergency and wave bids to purchase two 15 horsepower aireators for the City lagoon, per recommendation of City Engi- neer, and by reference made a part hereof. Ayes - Messrs. Thompson, Wrestler, Lambert, Mrs. Fickle Nays - None Council publicly accepted April 1979 Financial Statements, and by reference are made a part hereof. OT.T) RTTSTNF.SS Motion was made by Don Thompson, seconded by Al Lambert, to bring from table acceptance of low bid on automatic wash unit, Owasso Public Works Authority May 15, 1979 Page Two and award same to Okie Manufacturing Company, Inc., in the total amount of $3,975.00, and by reference made a part hereof. Ayes - Messrs. Thompson, Wrestler, Lambert, Mrs. Fickle Nays - None O Mrs. Fickle mentioned the cable television information which was in the packet and directed City Clerk to place on the May 22nd Special Meeting Agenda the discussion on CATV Cable Television. Mr. Thompson went back to the subject of the underground gaso- line storage tanks and commented on the proposed placement of the tanks. lie felt City Hall was an office complex and not a maintenance complex. Mr. Wrestler also commented he agreed it should not be located at City Hall. Mr. Williams recommended a six to eight foot security fence for it, if it is located other than at City Hall. Mr. Thompson questioned zoning requirements for another location and directed City Manager to check into the zoning requirements. Mr. Thompson suggested soliciting three bids on cost to take down the old water tower and place the two tanks at that location. Mr. Williams estimated that cost to be around $5,000.00. Motion was made by Al Lambert, seconded by Robert Wrestler, directing City Manager and Public Works Director to secure bids for the dismantling and removing of the water tower with bids to be opened Tuesday, May 22nd, at the Special Meeting. Ayes - Messrs. Thompson, Wrestler, Lambert, Mrs. Fickle Nays - None Motion was made by Don Thompson, seconded by Al Lambert, direct- ing City Manager and Public Works Director to secure bids for a security fence with bids to be opened Tuesday, May 22nd, at the Special Meeting. Ayes - Messrs. Thompson, Wrestler, Lambert, Mrs. Fickle Nays - None Chair recessed Owasso Public Works Authority at 9:36 PM. Chair reconvened Owasso Public Works Authority at 9:42 PM. The BOCA Code was briefly discussed and City Clerk was directed to make it an agenda item for the May 22nd Special Meeting. Owasso Public Works Authority May 15, 1979 Page Three NEW BUSINESS: Mr. Thompson commented the first meeting of the water study group went well and there was a sense of cooperation. Motion was made by Al Lambert, seconded by Robert Wrestler, to appoint Mayor Spencer and Don Thompson to represent the Trustees at the water resources meetings and Bill Williams as a voting alternate for either one. Ayes - Messrs. Wrestler, Lambert, Mrs. Fickle Nays - None Abstain - Mr. Thompson Bill Williams was directed by Trustees to present report at the May 22nd Special Meeting on obtaining site and additional land adjacent to site for future expansion of City facilities. Mr. Wrestler questioned plans for the twice a week refuse pick- up during summer months. Mrs. Fickle suggested the refuse de- partment monitor present program as we cannot make a judgement until we know about the fuel situation. The Trustees decided to just let it rest for the time being. Being no further business before the Owasso Public Works Author- ity, Chair adjourned at 10:16 PM.
