day, April 17, 1979, in Council Chambers at City Hall, per Notice
of Public Meeting and Agenda posted on City Hall Bulletin Board
at 4:15 PM on April 16, 1979, and by reference made a part hereof.
Present: Boyd Spencer, Chairman
Robbie Fickle, Vice Chairman
Don Thompson, Trustee
Robert Wrestler, Trustee

Wayne Meyer, City Manager
Wauhilleau Webb, Secretary
Absent: None
Meeting was called to order at 9:10 PM, with Chairman Spencer
presiding.
Motion was made by Robbie Fickle, seconded by Robert Wrestler,
to approve Consent Agenda items, as follows, as published in the
Owasso Reporter on April 12, 1979, and by reference made a part
hereof, reflecting a correction on page two of minutes with the
word "Council" being corrected to "Trustees" in paragraph eight.

2. Approve Warrants for Payment

Motion was made by Don Thompson, seconded by Robbie Fickle, to
approve additional warrants for payment, and by reference made
a part hereof.

Nays - None
Motion was .Wade by Don Thompson, seconded by Robert Wrestler,
to receive and file March Financial Statements, and by reference
made a part hereof.

Motion was made by Robbie Fickle, seconded by Robert Wrestler,
to approve Lohrey and Jay for the 1978-1979 Audit of OPVTA Funds.

Motion was made by Robbie Fickle, seconded by Robert Wrestler,
to approve transfer of $22,000.00 to General Fund.

OLD BUSINESS:
Mr. Thompson asked Mr. Williams for a report on the status with
our contractor. Mr. Williams reported all pressure reducing
valves have been installed but he has not put pressure on them.
On the water line, 700 feet has been laid and are waiting for
developer to put in his part. Mr. Williams said it would be a
week or ten days before starting on the Graceland Acres project.
Mrs. Fickle advised Trustees instruct Mr. Meyer to work with Mr.
Williams and Mr. Charney to follow the outline of Mansur-Daubert-
Williams letter of April 13, 1979, regarding Owasso Water Ser-
vice and Rural Water Districts, and give recommendations to
Trustees.
Chair recessed Owasso Public Works Authority at 9:25 PM.
Chair reconvened Owasso Public Works Authority at 9:35 PM.
In regard to the lease/purchase of a second residential refuse
truck, Chairman Spencer commented he felt at the present time a
lease/purchase arrangement is the way the City should go if we
buy another refuse truck. He said we are in the garbage busi-
ness and we have got to work it right and if a residential truck
breaks down with a major breakdown it could take it a long time
to get rolling again. Also, he felt from June through September
we will have to have twice a week pickup and will need a second
truck. Robert Wrestler asked if there is a reason why we are
looking at a used unit. Mr. Meyer said the cost of $25,000.00
and the usage, as it will be a backup unit. Mrs. Fickle stated
she felt we have got to have a second residential truck. Mr.
Wrestler said he did not want to go with this vehicle as it is
not compatable with parts on our present truck, although he did
agree we need another truck. Mr. Meyer said for the month of
March the refuse income was $13,000 and we paid out $4,000; al-
though that $4,000 did not include insurance and dumping fees.
Mr. Thompson commented he was concerned about not utilizing a
$50,000 truck every day, as compared to a used truck. After
further discussion it was decided the part compatability would
not be a problem.

Motion was made by Robbie Fickle, seconded by Don Thompson, to
lease/purchase a 1976 EVO with 12 yard compactor, with dumper,
and by reference made a part hereof.

NEW BUSINESS:
Mr. Meyer explained to Trustees some of the problems with peo-
ple abusing the extra containers at Rayola Park and that Mr.
Williams had been trying to keep it clean. Mr. Meyer was in-
structed by the Trustees to remove the containers as it was
being abused.
Being no further business before the Owasso Public Works Author-
ity, Chair adjourned at 10:40 PM.
