HomeMy WebLinkAbout1979.04.03_OPWA Minutesda The Owasso Public Works Authority met in regular session on Tues- day, April 3, 1979, in Council Chambers at City Hall, per Notice of Public Meeting and Agenda posted on City Hall Bulletin Board at 4:30 PM on April 2, 1979, and by reference made a part hereof. Present: Boyd Spencer, Chairman Don Thompson, Trustee Robert Wrestler, Trustee Harold Charney, City Attorney Wayne Meyer, City Manager el Wauhilleau Webb, City Clerk Absent: Robbie Fickle, Trustee Meeting was called to order at 7:41 PM, with Chairman Spencer presiding. Motion was made by Don Thompson, seconded by Robert Wrestler, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on March 29, 1979, and by reference made a part hereof. 1. Approve Minutes of March 20, 1979, Regular Meeting Ayes - Messrs. Spencer, Thompson and Wrestler Nays - None Motion was made by Robert Wrestler, seconded by Don Thompson, to approve warrants for payment, and by reference made a part here- of. Ayes - Messrs. Spencer, Thompson and Wrestler Nays - None Mr. Thompson requested moving Item 3, Discussion on Long Range Water Needs Study, to the end of the agenda. Chairman Spencer publicly read bids received for a Public Works vehicle, with Bradley Chevrolet being the lowest bidder on the 1/2 ton and the compact. Mr. Thompson asked Mr. Williams if all bids met specifications to which Mr. Williams answered yes. Mr. Wrestler said after reviewing the list of our fleet we should look seriously into the compact as we will probably be © needing larger trucks later to replace some of our present ones that have over 50,000 miles and, if the compact does not work out for the Public Works Director's needs, it could be moved into another area. Mr. Thompson asked Mr. Williams his feelings in regard to a compact. Mr. Williams said he did not want to saturate our fleet with compacts but he felt the time was right Owasso Public April 9, 1979 Page Two Works Authority to go into a small vehicle. Mr. Williams said he also recom- mends a three -wheel Cushman for the meter reader, but he did not have any cost figures for same. Motion was made by Don Thompson, seconded by Robert Wrestler, to S purchase 1979 Luv Chevrolet from Bradley Chevrolet at bid price of $4,724.20, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson and Wrestler Nays - None OLD BUSINESS: Mr. Thompson asked Mr. Williams about the status of the street repair in Elm Creek to which Mr. Williams answered that they are improved but not corrected and he will stay after them on it. Mr. Spencer asked the status of the pressure reducing valves and Mr. Williams advised four of the six have been installed. Mr. Thompson commented that on two different occasions at Safeway he noticed there are no safety markers at the holes. Mr. Spencer said they must have been torn down because there had been a marker there. Mr. Thompson said it would also be a good idea to place a marker on the bricks stacked on 86th Street. Mr. Thompson asked also how we are coming on the water lines out East. Mr. Williams said the contractor hasn't started that pro- ject yet as the pressure reducing valves have first priority. At this time Gaunc-L1 went back to the item of discussion on Long Range Water Needs Study which was prepared by the City Engineer. Mr. Mansur commented we are very vulnerable with only one line to serve Owasso and other sources should be obtained. Mr. Mansur said this study covers supply, treatment, transmission and storage, but the study is mainly approached from a source of supply. The report is in five year increments through 2000, then through 2040 in parts pertaining to Candy Creek. The re- port covers four possible solutions: 1) Supply from Tulsa; 2) Supply from Candy Creek; 3) Sub -Regional; 4) Regional. Plan 1. Tulsa as Sup2ly. Their supply is adequate and re- ia le an-d is a satisfactory solution. They are running 9 miles of 24" line by mid 1980 which puts us within 2 mile of source by using 16 and 12 lines. Would need to im- prove pump station. Cost would be $400,000 by 1980, in- creasing in 1990 to $1,800,000, to a total of $2,200,000. --- dA Owasso Public Works Authority April 3, 1979 Page Three Plan 2. Candy Lake. Corps of Engineers now constructing dam in Avant. City of Owasso has water rights to supply 40,000 people. It would be essential to construct pump and 17 miles of water transmission line, and storage lake and treatment plant around Memorial equivalent to one month's usage. Cost would be $8,100,000. Plan 3. Sub -Regional. Would include Owasso, Catoosa, Col insville, Rogers County Rural Water District No. 3 and 5, and Washington County Rural Water District No. 3. This plan has such difficulties it was not gone into in detail in this study. Plan 4. Regional. Would include Spavinaw, Eucha, Oologah and possibly Tenkiller, Eufaula and Skiatook. There are some institutional problems involved. Candy Lake should be considered in this plan. City Engineer's recommendations were to accept Plans 1 and 4 as long-range water policies; activate immediately the 1980 capital improvement program for $400,000; and commence at once to work toward implementation of Plan 4. Mayor Spencer asked Mr. Mansur if Plan 1 will solve our needs for a long time, to which Mr. Mansur replied yes. Mayor Spencer then questioned if the City could do some of the $400,000 laying of lines, to which Mr. Mansur replied yes.
