HomeMy WebLinkAbout1979.03.13_OPWA MinutesThe Owasso Public Works Authority met in regular session on Tuesday, March 13, 1979, in Council Chambers at City Hall, per Notice of Public Meeting and Agenda, referenced and made a part hereof. Present: Boyd Spencer, Chairman Don Thompson, Trustee Robbie Fickle, Trustee Wayne Meyer, City Manager Harold Charney, City Attorney Wauhilleau Webb, City Clerk Absent: None Meeting was called to order at 8:30 PM, with Chairman Spencer presiding. Oath of Office was given to Robert Wrestler, Jr., who was ap- pointed by Council to fill the remainder of the unexpired term of Ward 1. Motion, was made by Don Thompson, seconded by Bob Wrestler, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on March 8, 1979, and by reference made a part h�!reof. . 1. Approve Minutes of February 20, 1979, Meeting 2. Approve Warrants for Payment Ayes - Messrs. Spencer, Thompson, Wrestler., Mrs. Fickle Nays - None Motion was made by Don Thompson, seconded by Robbie Fickle, to approve additional warrants for payment, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Wrestler, Mrs. Fickle Nays - None Don Thompson said before going out for bid on a pickup, Coun- cil should take a look at the use of the vehicles and consid- er a small pickup due to energy costs. He also said Council should consider that City vehicles are utilized by only one employee. Mr. Spencer said Mr. Thompson had a good point so ';ity should get bid on the small and large, as price will not be that different but it should be considered if the smaller truck could do the jobs needed by the City. City Manager com- mented the Public Works Director needs it to get around to the different projects in town, to which Mr. Williams stated there would be times he would need to pull a compressor_ and other things behind a truck. Y Owasso Public Works Authority March 13, 1979 Page Two Motion was made by Don Thompson, seconded by Bob Wrestler, to go out for bid for both a small and large pickup with City Manager writing specifications as to what would give us the best service, after checking with other cities, and by refer- ence made a part hereof. Ayes - Messrs. Spencer, Thompson, Wrestler, Mrs. Fickle Nays - None Boyd Spencer commented he felt a wash unit for City vehicles would be a worthy item, espcially with the fleet of vehicles the City is acquiring. He said the trash trucks will need to be cleaned regularly and the police cars have been going too dirty. Mrs. Fickle asked what we were talkin about moneywise to which Mr. Meyer replied the basic unit is �4,000.00 and we would need to construct a slab as it is a stationary unit. Motion was made by Don Thompson, seconded by Bob Wrestler, to approve goin out for b d on wash unit for City vehicles, pro- viding Council with detailed specifications on each bid and a cost anaylsis of our present car washing expenses. Ayes - Messrs. Spencer, Thompson, Wrestler, Mrs. Fickle Nays - None City Manager advised Council that the bid for radio units is to be two for the new refuse trucks and one for the new pick- up. Mr. Thompson asked if they would be on the same channel as the present radios to which Mr. Meyer replied yes it would be. Mr. Williams said they could use a lower voltage radio in the refuse trucks. Mr. Thompson asked the cost of same. Mr. McGill answered a 25 watt would be around $800.00. Mr. Williams said if one was put in the residential refuse truck they could suffice without the other radio for the commercial truck. It was suggested to get one radio at this time for the Public Works Director's truck but utilize some other system for the trash trucks. Motion was made by Don Thompson, seconded by Bob Wrestler, to approve purchase of a radio for Public Works Director's truck and should radio unit cost more than $1,000.00 but less than $2,000.00 give City Manager authority to purchase same. Spencer, Thompson, Wrestler, Mrs. Fickle Nays - None T • Owasso Public Works Authority March 13, 1979 Page Three OLD BUSINESS: None NEW BUSINESS: City Attorney commented he has reviewed the form we are pre- sently using for receipts for water deposits and he will at next meeting present Council with a new form he is proposing for the receipts as present receipts are inadequate.
