The Owasso Public Works Authority met in regular session on
Tuesday, January 16, 1979, in Council Chambers at City Hall,
per Notice of Public Meeting and Agenda, referenced and made
a part hereof.
Present: Bill Williams, Chairman
Boyd Spencer, Trustee
Don Thompson, Trustee
Robbie Fickle, Trustee

Wauhilleau Webb, Recording Secretary
Absent: None
Meeting was called to order at 8:01 PM, with Chairman Williams
presiding.
Motion was made by Ron Grimes, seconded by Boyd Spencer, to
approve Consent Agenda items, as follows, as published in the
Owasso Reporter on January 11, 1979, and by reference made a
part hereof.
1. Approve Minutes of January 2, 1979, Meeting
Ayes - Messrs. Williams, Spencer, Thompson, Grimes, Mrs. Fickle
Nays - None
Motion was made by Boyd Spencer, seconded by Don Thompson, to
approve warrants for payment, and by reference made a part
hereof.

Mr. George Strella, City Engineer, was present to explain bid
opening process for Graceland Acres project and six pressure
reducing valves and 700 feet of 12" line. These bids were
opened by staff and then read publicly as follows:
Bowline Construction Company $174,641.65
Rangeline Field Services, Inc. $206,376.85
McCullough Construction Company $206,456.00
McGuire Brothers Construction $148,360.50
Engineer's Estimate $155,000.00
Mr. Strella said all bids were routine except McGuire Brothers
could not commence Graceland Acres project until April 1, 1979.
Mr. Strella said all figures have been verified by Mansur-Dau-
bert-Williams. Mrs. Fickle asked if McGuire Brothers is a

reputable company. George Strella and Mayor Williams both
replied yes. Don Thompson asked which job was to go first
in the bid packet. Mr. Strella said it wasn't specified. Mr.
Thompson also asked about the availability of the valves to O
which Mr. Strella replied it was good and would just take a
couple of weeks. Don Thompson said he sees no problem with
the low bidder, McGuire Brothers Construction, as they are
below the Engineer's estimate and they are reputable. Mr.
Spencer asked Mr. Meyer about money. Mr. Meyer said it will
be tight in operating out of OPWA but we are commited to the
$roject as we have already purchased some materials. We have
55,000 immediately available and we need to start prorating
funds before February lst.
Mr. Spencer asked how it will affect our capitol outlay pro-
grams. Mr. LZeyer said it does not affect it or Revenue Shar-
ing. Mrs. Fickle said didn't Mr. Meyer mention in his letter
to Council about setting aside so much each month. Mr. Meyer
said yes, $20,000 for February, Parch, April, May and June,
plus the $55,000 will take care of the projects.
Mr. Spencer asked Mr. Strella how much work is involved in
setting pressure valves. Mr. Strella said there will be a pit
to be built and sleeve, plus right-of-way, curb replacement
and excavating. Mr. Spencer also asked how much blasting will
be necessary in Graceland Acres. Mr. Strella said he didn't
know but it will be determined when the job is actually started.
He said the contractor would be required to have blasting in-
surance with adequate notice to City. Mr. Spencer then asked
Mr. Strella if the City could do the valves. Mr. Strella
said it is not a simple matter and it should be contracted as
City force is not capable of doing it since it does require
certain expertise. Mr. Spencer asked if City could do Grace -
land Acres project. Mr. Strella said again, in his opinion,
since it is a major extention, not a simple one, it should be
contracted.
Motion was made by Don Thompson, seconded by Ron Grimes, to
award bid for Graceland Acres project, six pressure valves and
700 feet of 12" line, to McGuire Brothers Construction as the
low bidder, in the amount of $148,360.50, and by reference •
made a Dart hereof.

Don Thompson said he would like to comment that he feels it is
rather fantastic the City is able to make this kind of improve-
ments without a bond issue, which creates an extra expense to
the citizens.
A citizen in the audience said he would like to take this time
to thank the City Council for their effort in getting water
pressure to Ator.
Motion was made by Boyd Spencer, seconded by Don Thompson, to
approve transfer of $38,000 to General Fund, and by reference
made a part hereof.
