ial Meeting, in the Council Chambers at City Hall, per the Notice of Public
Meeting and Agenda posted on City Hall Bulletin Board at 9:30 AM on December 19,
1980, and by reference made a part hereof.
ITEM 1 - CALL TO ORDER
The meeting was called to order at 8:50 PM with Chairman Spencer presiding.
ITEM 2 - ROLL CALL
Present: Boyd Spencer, Mayor
Robbie Fickle, Vice Mayor
Al Lambert, Trustee
Dennis Burke, Trustee
Kenneth Thompson, City Manager
Harold Charney, City Attorney
Wauhilleau Webb, Recording Secretary
Absent: None
ITEM 3 - APPROVE CONSENT AGENDA ITEMS
Motion was made by Boyd Spencer, seconded by Dennis Burke, to approve Consent
Agenda items, as follows, as published in the Owasso Reporter on December 11,
1980, and by reference made a part hereof.
A. Approve Minutes of November 18, 1980 Regular Meeting.
B. Approve Minutes of November 25, 1980 Special Meeting.
C. Approve Warrants 425 through 462 for $14,886.89, and authorize Chair-
man to sign same.
Ayes - Messrs. Spencer, Lambert, Burke, Mrs. Fickle
Nays - None
Motion carried.
ITEM 4 - APPROVE AUTHORITY'S 1981 SCHEDULED DATES OF REGULAR MEETINGS.
Motion was made by Robbie Fickle, seconded by Al Lambert, to approve Owasso
Public Work Authority's 1981 Scheduled Dates of Regular Meetings, and by re-
ference made a part hereof.
Ayes - Messrs. Spencer, Lambert, Burke, Mrs. Fickle

Motion carried.
ITEM 5 - REVIEW BIDS FOR INSTALLATION OF 12" AND 16" WATER LINE ON 76TH STREET

Mr. Thompson reminded the Board that bids were sent to six companies and only
two bids were received. He said in his opinion it should be done for $50,000.00

or less and questioned why we did not get more competitive bids. Mr. Burke
suggested calling and seeing why the other firms did not bid.
Mr. Spencer said he felt it has been handled wrong from the beginning and the
bids probably are too high and what he would like to see done is reject all
bids then have a complete breakdown on the cost on 86th Street and the money
for the pipe we have bought and see exactly where we are and where we want to
go.
Mr. Thompson said he has those figures. He said 86th Street is $67,400.00,
and if we let this bid on 76th Street it will be $153,000.00, and $81,800.00
for material and engineering costs on 76th Street, for a total cost of
$220,000.00, or $180,000.00 if we build it ourselves.
Motion was made by Dennis Burke, seconded by Robbie Fickle, to reject all bids
for installation of 12" and 16" water line on 76th Street from Mingo to Cedar,
and request City Manager to contact companies which were requested to bid and
did not as to why they did not respond.

ITEM 6 - REVIEW PROPOSED WATER LINE PAYBACK AGREEMENT FOR HILLSIDE ESTATES SUB-
DIVISION.
Motion was made by Dennis Burke, seconded by Al Lambert, to take recommendation
of City Attorney and agree to a water line payback settlement on Hillside
Estates Subdivision of $5,000.00 cash on August 1, 1981 and $300.00 per month
commencing January 1, 1981, until a full settlement of $13,000.00 has been paid,
at no interest, and by reference made a part hereof.

Motion carried.
ITEM 7 - APPROVE ADDITIONAL WARRANTS.
Motion was made by Al Lambert, seconded by Dennis Burke, to approve additional
warrants 463 through 501 for $36,342.61, and authorize Chairman to sign same,
and by reference made a part hereof.
Ayes - Messrs. Spencer, Lambert, Burke, Mrs. Fickle, with Mrs. Fickle abstain-
ing on Warrant 479

Motion carried.
ITEM 6 - NEW BUSINESS.
Mr. Thompson asked Board if they wish for Al Young to complete his report which
would be an additional $500.00 fee. He suggested if this report is completed
and given to the Board that Mr. Mansur not be present. Several Board members
commented that Mr. Mansur's presence should not intimidate Mr. Young.
Mr. Charney suggested actually seeing if Mr. Young has anything additional to
contribute for the $500.00 and the Board agreed with his suggestion and directed
City Manager to determine same.
Being no further business before the Owasso Public Works Authority, Chair
adjourned at 9:42 PM.
