HomeMy WebLinkAbout1980.10.07_OPWA MinutesThe Owasso Public Works Authority met in regular session on Tuesday, October 7, 1980, in Council Chambers at City Hall, per the Notice of Public Meeting and Agenda, posted on City Hall Bulletin Board at 1:30 PM on October 3, 1980, and by reference is made a part hereof. ITEM 1 - CALL TO ORDER The meeting was called to order at 9:04 PM with Chairman Spencer presiding. ITEM 2 - ROLL CALL. Present: Boyd Spencer, Chairman Robbie Fickle, Vice Chairman Al Lambert, Trustee Dennis Burke, Trustee Clyde Fry, Trustee Harold Charney, City Attorney Kenneth Thompson, City Manager Wauhilleau Webb, Recording Secretary Absent: None ITEM 3 - APPROVE CONSENT AGENDA ITEMS.. It was requested Warrants 131, 148, 161, 162 and 156 be pulled from the Consent Agenda for further clarification. Motion was made by Dennis Burke, seconded by Al Lambert, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on October 2, 1980, and by reference made a part hereof. A. Approve Minutes of September 16, 1980 Meeting. B. Approve 1979-80 Warrant 912 for $9.00 and 1980-81 Warrants 117 through 165, excluding Warrants 131, 148, 161, 162 and 156 for $65,885.64, and authorize Chairman to sign same. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle, with Mrs. Fickle ab- staining on Warrant 138. Nays - None Motion carried. After clarification of Warrants 131, 148, 161, 162 and 156, totaling $1,219.80, motion was made by Dennis Burke, seconded by Al Lambert, to approve same for Chairman's signature, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. Owasso Public Works Authority October 7, 1980 Page Two ITEM 4 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT. Motion was made by Dennis Burke, seconded by Al Lambert, to approve additional 1979-80 Warrant 38 for $20.00 and 1980-81 Warrants 167 through 185 for $5,590.27, and authorize Chairman to sign same, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle, with Mrs. Fickle ab- staining on Warrant 179 Nays - None Motion carried. ITEM 5 - REVIEW BIDS FOR 10" WATER FLOW METER. Motion was made by Dennis Burke, seconded by Robbie Fickle, to award bid for 10" water flow meter to Utility Supply Company, as the low bidder, in the amount of $4,332.23, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 6 - REVIEW BIDS FOR LEASING OF PASTURE LAND AROUND THE SEWAGE LAGOON. Motion was made by Boyd Spencer, seconded by Al Lambert, to award bid for leas- ing of pasture land to Dr. John Long, as high bidder, for $610.00,per year, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 7 - REQUEST TO ACCEPT UTILITY EASEMENT IN HALE ACRES II ADDITION. Motion was made by Robbie Fickle, seconded by Dennis Burke, to approve acceptance of utility easement in Hale Acres II Addition as presented by City Manager, sub- ject to City Attorney's approval, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. Owasso Public Works Authority October 7, 1980 Page Three ITEM 8 - REQUEST AUTHORIZATION TO ADVERTISE FOR BIDS TO INSTALL WATER LINES ON 76TH STREET NORTH AND 86TH STREET NORTH. Mr. Mansur said this pertains to 86th Street only, not 76th Street, and it is for relocation of utilities for the new highway. He reminded the Board that the plan has already been approved by the Board and the Highway Department. Motion was made by Robbie Fickle, seconded by Al Lambert, to advertise for bids for moving of utilities at 86th Street North and Highway 169, to be opened at 2:00 PM on Thursday, October 30, 1980, and presented to Board at their November 4, 1980 meeting. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. Chairman Spencer requested that at the October 21st meeting each Trustee have a copy of all the pipe that has been bought, a breakdown of where the lines will be laid, how much money is involved and how same will be financed. Being no further business before the Owasso Public Works Authority, Chair adjourned at 9:52 PM. Chairman Recording Secretary
