ber 16, 1980, in Council Chambers at City Hall, per the Notice of Public Meet-
ing and Agenda, posted on City Hall Bulletin Board at 2:30 PM on September 12,
1980, and by reference is made a part hereof.
ITEM 1 - CALL TO ORDER.
The meeting was called to order at 8:03 PM, with Chairman Spencer presiding.
ITEM 2 - ROLL CALL.

ITEM 3 - APPROVE CONSENT AGENDA ITEMS.
Motion was made by Al Lambert, seconded by Clyde Fry, to approve Consent Agenda
items, as follows, as published in the Owasso Reporter on September 11, 1980,
and by reference is made a part hereof.
A. Approve Minutes of September 2, 1980 Meeting.
B. Approve 1979-80 Warrant 911 for $195.00 and 1980-81 Warrants 101
through 110 for $3,070.91, and authorize Chairman to sign same.
Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle, with Mrs. Fickle ab-
staining on Warrant 105.
Nays - None
Motion carried.
ITEM 4 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT.
Motion was made by Robbie Fickle, seconded by Al Lambert, to approve addition-
al Warrants 111 through 116 for $10,907.86 and authorize Chairman to sign same,
and by reference are made a part hereof.
Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle
Nays - None

ITEM 5 - REVIEW BIDS FOR WATER PIPE AND MATERIALS.
Mrs. Fickle requested the minutes reflect she left the room for the discussion
and action on this item.

Mr. Thompson commented that bids were sent to four suppliers and only two com-
panies bid all the items. Mr. Thompson's recommendation was to award the bid
to Amfac as being the low bidder. This bid actually covers two projects, and
broken down the 76th Street project is $41,197.47 and the 86th Street project
is $34,856.77. Mr. Thompson said we have the $50,000.00 from Tulsa County and
we have $110,000.00 available for these two jobs.
Motion was made by Dennis Burke, seconded by Al Lambert, to accept bid from
Amfac for pipe and materials to connect to the 24" Tulsa water line, eliminat-
ing the alternate class 200 pipe, for a total amount of $76,054.24, and by
referenece is made a part hereof.
Ayes - Messrs. Spencer, Lambert, Burke, Fry
Nays - None
Abstain - Mrs. Fickle by not being present

ITEM 6 - REVIEW BIDS FOR 10" FLOW METER AND 12" PRESSURE REDUCING VALVE.
Mr. Thompson advised Board that five companies were sent bids on these items
and no one bid on the flow meter, and only two bid on the pressure reducing
valve. Utility Supply bid $3,127.50 and Kennedy Engineering bid $3,390.00.
He said we inquired as to why they didn't bid, and received two unofficial
quotes at that time. Mr. Thompson recommended awarding valve bid to Utility
Supply as low bidder and reletting the flow meter again.
Motion was made by Dennis Burke, seconded by Al Lambert, to award bid for the
pressure reducing valve to Utility Supply as low bidder for a total of $3,127.50,
and relet flow meter bids to be opened at 10:30 AM, Thursday, October 2nd, and
by reference is made a part hereof.

Mr. Thompson commented that Water Products will not be bidding on this item.
ITEM 7 - APPROVE ACCEPTANCE OF AUGUST 1980 FINANCIAL STATEMENTS.
Motion was made by Robbie Fickle, seconded by Dennis Burke, to accept the Aug-
ust 1980 Financial Statements, and by reference are made a part hereof.

ITEM 8 - REVIEW CITY ENGINEER'S RECOMMENDATION ON CITY'S SANITARY SEWER SYSTEM.
Mr. Thompson referred the Board to Mr. Mansur's draft letter to EPA requesting
to develop Step 1 separate from RMUA. Mr. Mansur reviewed the history of how
Owasso became involved in RMUA, and recommended to the Board that they submit
this proposed letter.
Motion was made by Robbie Fickle, seconded by Dennis Burke, to submit Mr.
Mansur's letter on Step 1 of the 201 Study and authorize Chairman Spencer to
sign the letter, and by reference is made a part hereof.

ITEM 9 - APPROVE PAYMENT OF $6,076.04 TO ROGERS COUNTY RURAL WATER DISTRICT NO.
3 TO DEANNEX 720 ACRES.
Motion was made by Robbie Fickle, seconded by Dennis Burke, to approve payment
of $6,076.04 to Rogers County Rural Water District No. 3 to deannex 720 acres
(South 1/2 of the Southwest 1/4 of Section 21, and all of Section 28, all in
Township 21 North, Range 14 East; Tulsa County, per the agreement that has been
worked out between the two Boards, and by reference made a part hereof.

ITEM 10 - NEW BUSINESS.

Mr. Charney reported the outcome of the lawsuit with Washington County Rural
Water District No. 3 in that the Court has heard all of the evidence and the
Owasso Public Works Authority was fined the sum of $1.00. He said everyone on
the Board is "off the hook" personally. He said the Judge asked the two Boards
to negotiate and Mr. Charney said he felt good about the possible negotiations.
Motion was made by Al Lambert, seconded by Dennis Burke, authorizing the City
Attorney and the City Manager to meet with Washington County Rural Water Dis-
trict No. 3 Board for the purpose of non -binding negotiations.

Mrs. Fickle asked if there has been some problem that we have not kept our bar-
gain with Tulsa County Commissioners on the drainage ditch and Mr. Spencer said
we need to get in touch with Lewis Harris and get that straightened out.
Item
Mr. Thompson gave the Board an analysis of in -town and out-of-town water custo-
mers. Mr. Burke commented the out-of-town figures are close to the estimate
that was made at a previous meeting.
Being no further business before the Owasso Public Works Authority, Chair ad-
journed at 10:15 PM.
