HomeMy WebLinkAbout1980.09.02_OPWA MinutesThe Owasso Public Works Authority met in regular session on Tuesday, Septem- ber 2, 1980, in Council Chambers at City Hall, per the Notice of Public Meeting and Agenda, posted on City Hall Bulletin Board at 3:00 PM on August 29, 1980, and by reference is made a part hereof. ITEM 1 - CALL TO ORDER. The meeting was called to order at 8:05 PM, with Chiarman Spencer presiding. ITEM 2 - ROLL CALL. Present: Boyd Spencer, Chairman Robbie Fickle, Vice Chairman Al Lambert, Trustee Dennis Burke, Trustee Harold Charney, City Attorney Kenneth Thompson, City Manager Wauhilleau Webb, Recording Secretary Absent: Clyde Fry, Trustee ITEM 3 - APPROVE CONSENT AGENDA ITEMS. Motion was made by Al Lambert, seconded by Dennis Burke, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on August 28, 1980, and by reference is made a part hereof. A. Approve Minutes of August 19, 1980 Meeting. B. Approve 79-80 Warrants 909 and 910 for $284.98 and 80-81 Warrants 76 through 93 for $21,769.95, Cancellation of Warrant 73 for $485.00 and Authorizing Chairman to sign same. Ayes - Messrs. Spencer, Lambert, Burke, Mrs. Fickle, with Mrs. Fickle abstain- ing on Warrants 910 and 87 Nays - None Motion carried. ITEM 4 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT. Motion was made by Boyd Spencer, seconded by Dennis Burke, to approve addition- al Warrants 94 through 104 for $10,214.26 and authorize Chairman to sign same, and by reference are made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Mrs. Fickle, with Mrs. Fickle abstain- ing on Warrant 99 Nays - None Motion carried. ITEM 5 - DISCUSS OUT OF CITY WATER RATES. Mr. Charney said he requested this item be placed on the agenda as he has been contacted by people outside of the City regarding the possibility of getting water rates reduced, although he does not represent them. Owasso Public Works Authority September 2, 1980 Page Two The Westport Addition was represented by approximately twenty people, and they expressed their feelings that they have paid the greater rates long enough. Mr. Charney said he would like to see us reduce these rates, unless it would affect our bonded indebtedness. Mr. Burke asked how many customers we now have paying double rates, and Mr. Thompson said about 330 or 340 and that total revenue was projected without those 330 homes being separated, and it would be 50 more homes if Graceland Acres were included. Mr. Thompson reminded Council that the rates are not exactly doubled, they are roughtly 60% higher. The possibility of annexation was discussed and the proper procedure they should follow. Mr. Burke said our estimated revenue per month on water is $39,000, and this request would reduce that approximately $6,500.00 per month and he did not feel the Authority could afford that reduction. Chairman Spencer tabled this item to November 4, 1980, and advised the people that they would be given a yes or no answer at that time. TTF.M h - CITY ATTORNEY'S REPORT ON EAST OWASSO SANITARY SEWER DISTRICT. Mr. Charney said he has talked with Tom Hilborn and it is their opinion that we can be the sponsoring entity as O.U.A., O.P.W.A. or the City of Owasso, and we can drop out at any time. Motion was made by Dennis Burke, seconded by Al Lambert, to sponsor the pre - application for the East Owasso Sanitary Sewer District. Ayes - Messrs. Spencer, Lambert, Burke, Mrs. Fickle Nays - None Motion carried. ITEM 7 - DISCUSS SELECTION OF CONSULTING ENGINEER TO PREPARE PLANS AND SPECIFI- CATIONS FOR WATER AND SEWER IMPROVEMENT PROGRAM. Mr. Thompson said the Board has discussed this matter and talked to several firms and he feels it is critical to get this underway and also critical that we have engineers the Board can feel comfortable working with as we have some immediate needs to meet. Mr. Lambert said the City has enjoyed having Mansur-Daubert-Williams services for a number of years and they are very familiar with the City of Owasso and he personally felt very comfortable with that firm. Owasso Public Works Authority September 2, 1980 Page Three Motion was made by Al Lambert, seconded by Dennis Burke, to retain Mansur- Daubert-Williams as Consulting Engineers to prepare plans and specifications for water and sewer improvement program. Ayes - Messrs. Lambert, Burke, Mrs. Fickle Nays - Mr. Spencer Motion carried. ITEM 8 - REVIEW SPECIFICATIONS AND BID PROCEDURE FOR FLOW METER AND PRESSURE REDUCING VALVE FOR 16" WATER LINE TO BE INSTALLED ON 76TH STREET NORTH. Mr. Mansur said he has the specifications prepared for these items and they are to be installed at 76th and Mingo just as close as possible to the Tulsa tie- in. He said the installation of the items may be done by the City of Tulsa, but Owasso would be asked to pay the bill. He said these will be expensive, but they are required. Motion was made by Dennis Burke, seconded by Al Lambert, authorizing the let- ting of bids on flow meter and pressure reducing valve for 16" water line to be installed on 76th Street North at Mingo, open bids for same at 2:00 PM on Monday, September 15, 1980. Ayes - Messrs. Spencer, Lambert, Burke, Mrs. Fickle Nays - None Motion carried. ITEM 9 - NEW RTTRTNRSG _ Item Chairman Spencer suggested the Model Airplane Club use McCarty Park rather than south of the City Barn as he was concerned with complaints on the noise.
